DECEMBER 13. 1947 FIVE Jews Up Toll In Offensive Against Arabs l By the Associated Press) Jewish commandoes, striking from Haifa to Hebron, killed 14 Arabs today. The 13-day death toll in the communal strife over the Impending partition of Pales tine rose to 187 in the Holy Land and 303 In the Middle East. The Jewish attacks were made on the Moslem Sabbath. A dozen Arabs were killed at the village of Tireh near Haifa. Two more wer shot dead near Gaza. The Jewish raiders were believed to be squads of the extremist Stern and Irgun Zvai Leuml under ground organizations. At Ramie, an Arab bus company was bombed and 22 vehicles were re ported destroyed. Some authorities conjectured that Jewish bands were begin ning a widespread offensive against Arab masses, which out number the Jews in Palestine two to one. A Syrian newspaper said mobs in Aleppo recently burned a 2,750-year-old synagogue and set nine others afire. Fires also were started In 130 houses, 50 shops, an orphanage, restaurant and youth club in the Jewish quarter. A library containing a rare old Bible was reported ruined. Bevin Asks Co-operation Foreign Secretary Bevin told the House of Commons that May 15 is the latest date on which Britain intends to abandon her Palestine mandate. Bevin said he hoped the Jews "in New York" and Jews and Arabs everywhere would "not exasperate and make more diffi cult the task that has to be faced" In the partition of the small, stra tegically placed country. Bevin jleaded that the situa tion in Palestine not be aggra vated "and thus make more dif ficult the task that is to be seen through." He expressed hope that a plea for an end to strife in the Holy Land would be weighed "in Great Britain, New York and outside" as well as in Palestine itself. Defense Minister Sharabati of Syria voiced in Cairo Arab de termination to fight against cre ation of a Jewish state, saying all Palestine would become a battlefield with the Arabs "going into a blood bath to cleanse themselves." 'The people's army Is more than capable of defeating the Jdionijts. he said, referring to a volunteer force of some "tens of thousands" w hich the Arabs planned to use, rather than reg ular armies, until British troops leave Palestine in August. NEW YORK, Dec. 12 (.fl Dr. Alexander Mark of the Jewish Theological Seminary said today an ancient Bible destroyed in Aleppo, Syria, by a rioting mob was "probably the most valuable text of a complete Hebrew Bible which had been preserved." Dr. Marx said the text had been completed about the tenth century by the Ben Asher family. American Jews Seek Funds To Equip Army in Palestine ATI. ANTIC CITY, N. J., Dec. 12. (. American Jewry was asked today to provide $283. 156,000 for aid to Palestine in 1!MK, a stim that would earmark S28.000.000 for the purchase of arms to equip a Judean army of "tens of thousands of men." Eliezer Janlan of Jerusalem, treasurer of the Jewish Agency for Palestine, told 1,500 delegates to the national conference of the United Jewish Appeal a full-time army must be recruited to meet current Arab threats of a holy war. He set no estimate of strength other than the army should comprise "tens of thou sands." "We have the manpower to de fend and secure the Jewish state, but we need the help of the Jews of America ... to purchase the necessary equipment and to pro vide for the training and main tenance of the defense forces of the Jewish state," Kaplan said. Election of county commit tees to administer farm pro grams and policies at the coun ty level. 2. Increased total payments for conservation practices. 3. Truman Asks Millions For Reclamation Work WASHINGTON, Dec. 12. f.TI President Truman asked Con- fress today to appropriate $29, 75.000 for the reclamation bu reau to enable it to continue work on four big western recla mation projects. He asked that $11,725,000 be appropriated for the Columbia Basin project in Washington; $10,700,000 for the Central Valley project in California; $4,150,000 for the Colorado Big Thompson project in Colorado and $2.00. 000 for the Davis Dam project in Arizona-Nevada. The amount asked by the presi dent is approximately $10,000,000 less than the reclamation bureau has said is necessary to continue work on the four projects this fiscal year. Y.) says lum ber producers are prepared to slash prices as much as 25 per cent and that Congress will act, ii necessary, to legalize an Indus try wide agreement to imDlement such a reduction. Oak New Tax Reduction Bill Introduced WASHINGTON. Dec. 12 UP) A $5,500,000,000 tax reduction bill was introduced yesterday by Rep. Dingell (D. Mich.t, a mem ber of the tax-framing Ways and Means Committee. Dingell, who opposed the Republican-backed income tax cut tins bills vetoed by President Truman during the last session of Congi-ess, said his measure offers "an equitable system of tax reduction. Among other things, he pro posed: 1. A cut of more than $2,000, 000.000 annually in federal excise taxes levied on many products; 2. Increasing personal exemp tions on income taxes by $100 and reducing surtax rates one per cent in each bracket; and 3. Al lowing husbands and wives to split their incomes for tax pur poses to bring down their income tax rates. Before Dingell acted, the Sen ate jLXpenditures Committee rec ommended removal of the ex cises on gasoline, admissions to theaters and athletic events, and loral telephone and electric bills. The expenditure groups also suggested that Congress: 1. Equalize federal taxes be tween the so-called "community tax states - ana other states, un der community property laws, husbands and wives are permit ted to divide income for tax pur poses and thus reduce their taxes. 2.
