V FOUR ROSEBURG NEWS-REVIEW, ROSEBURG, OREGON, THURSDAY, AUGUST I, 1946 School Lunches Continued; Funds Needed in Oregon The school lunch program, U'ith its dual objectives ol better health for children and wider markets lor farm products, became perma nent with the enactment of the National School Lunch act this month, according to E. Harvey Miller, Oregon director of the Production and Marketing Ad ministration, United States De partment of Agriculture. Operation ol the program with in the states is turned over to state agencies by the new legisla tion, wnlch also provides federal assistance to stales on a match-ing-of-funds basis. This means that the state Pro duction and Marketing Adminis tration oilice no longer will ad minister the school lunch pro gram in Oregon," Miller said. ' Federal assistance to local school lunch programs this coming school year is dependent upon the Slate Department of Education assuming responsibility for the progr am in Oregon." huiids Applied For Hex Putnam, state superintend ent of public instruction, has an nounced that his department is willing to take over operation of the program, but lacks the necessary administrative funds. He said that an application has been made to the stale emergency board for an emergency appro priation of about 518,000 to oper ate the program for the 194b-47 school year. During the past school year, 6,347,053 hot lunches were served to 50.9UG children in 392 Oregon schools. Miller reported. Schools in all but four Oregon counties participated. About two-thirds of the cost of the lunches, 9881,091, was contributed by the children and by local sponsors Parent Teacher Associations, school dis tricts, community clubs and other groups. Federal assistance amounted to $459,063.35, an aver age of less than 8 cents a meal. More than 200 local sponsoring groups already have requested participation during the coming school year. "The adoption of the National School Lunch act opens a new door to the improvement of our farm future," Miller said. "Ade quate and nutritious lunches for our children mean improved health and an Immediate market lor quantities of food that other wise mignt nave to De oiveriea to non-food uses. Migrants Seek Oregon Farm Jobs As Oregon farmers ready them selves for the final lap of the 1946 harvest, J. R. Beck, state super visor of the O. S. C. extension service emergency farm labor program, reports that labor has not been a limiting factor In the harvest thus far although a good deal of shifting has been neces sary by harvest followers to re lieve temporary labor shortages. The fact that the Pacific coast states pay the best farm wages In the United States has been a major factor in relieving the war time shortnpe of harvest workers. Beck indicates. Figures released by California check stations re cently Indicated that approxi mately three times the number of persons were arriving in that state now as compared with the war years when the defense plants were recruiting workers from eastern slates. Washington and Oregon are also getting an unprecedented In flux of out-of-state workers this year. Many of these new arrivals are working on farm harvest jobs, Beck states. Housing is still a major attrac tion for harvest followers. In this respect. Beck says, the mi grant camps located in some of the high labor requirement areas are proving valuable in attracting farm help.
