Pravda's lengthv editorial ex plained the Canadian spy state ment with this assertion: "Someone obviously had to helD Bevin to distract attention from his failures at the session of the assembly, it Is clear now that Canadian Prime Minister W. I. MacKen7le) Klne decided to M Bevln. The latter, however, did not dare to defend Bevln directly but took unon himself another task to distract attention from Bevin's Political failure at the session of the assembly." The hroailc-nst sn'd that Ca nadian citizens had given "some Information of a confidential character" to the Soviet military attache in Ottawa. The position taken up by (he Canadian gov ernment is directed toward the encouragement of this emoapn In the nress and radio. t is not compatible with friendlv rela tions between the two countries. "One must recornlze." the state ment continued, "that the above mentioned unbridled anti-Soviet campaign was part of the plan of the Canadian government and Is aimed at Inflicting political harm to the Soviet Union." The statement asserted that the Soviet military attache in Ottawa was recalled as soon as "the above mentioned activities of certain members" of his staff be came known to the Russian gov ernment.
