TWO ROSEBURG NEWS-REVIEW, ROSEBURG, OREGON, THURSDAY, JANUARY 23, 1941. Tax Exemption For PUDs Opposed By Gov. Sprague SALEM, Jan. 22. (API- Gov ernor Charles A. Sprague said today he has advised Dr. Paul J. Raver, Bonneville administrator, that he would not approve Dr. Raver's recommendation that people's utility districts be exempted from taxation. The governor added that he would not approve his suggestion that the entire PUD law be rewritten. The governor, however, did ap prove several of Dr. Raver's Bug gestions. These would make it easier for districts to consolidale or annex more territory, give dis tricts more powers in condemn ing properties they wish to ac quire, and permit districts to pledge, revenues for payment of general obligation bonds. The 1939 legislature passed an amendment that districts shall be taxed the same as private utili ties. Dr. Raver objected to this, asking that districts merely be permitted to make "payments in Jleu of taxes." Dr. Raver also said the ma chinery for creating districts is too complicated, but Governor Sprague disagreed. Answering T)r: Raver's recom mendation that the entire law be rewritten to clarify it, the gover nor wrote: "Remembering the difficulty In working out this legislation two years ago, I am loathe to approve or that recommendation. 1 do not believe the legislature has any stomach to go through another prolonged battle over utility dis trict legislation." Geil- er reported on the district meet ing at Grants Pass. H. C. Kel ley reported on Grange Co-op. Much interest was shown in pro ject of improvement of state park on summit of Camas moun tain. The grange plans to spon sor a debate by a team from O. S. C. in the near future. Several of the 4-H club lead ers met at the school house Mon day at 1:30 to plan for the club work to be taken up this year. Another meeting will be held be fore organizing any clubs.
