O. Pargeter, secretary of the Umpqua Savings and Loan association, who bases his statement upon the reports of the company for the past year. For the past three and a half years, he states, property values have been showing some de crease, but the first of this year saw them at the low point, and since January 1, there has been a strong upward tendency.
