Discus sion of the plan advanced by Re presentative Howard, of lane rouaty that the IS land grant coun ties of the stale be directed to con- swing into their third week, . Howard's plan Is meeting with considerable lavor, particularly among the representatives of laud giant counties, many of whom (think that the land grant refunds I are being frittered away and could , bt iter be devoted to some stated , purpose. There Is, however, ob jjectioD to restricting use of the money to oiling operations and a compromise is suggested in the na ture of an agreement 'hat the county couits De permitted to util ize the grant funds as they may determine most advantageous, but that use of the money be restrict ed to road activities. This, it Is pointed out, would make road and highway revenues of of the counties sufficiently flex ible to permit maintenance of cou- jtinuing programs of construction j without neglecting mandatory bund payments or new construction. Provided no unforseen objections to such plan present themselves it is anticipated by members of the roads and highways committee that a bill embodying the Howard plan in a modified form will be drafted for Introduction by the committee later this week.
