Per plexed by both the Identity of the vtttlra and the motive for his slay In, detectives today believed some rite of voodoo Jam would ex plain the killing and beheading of a man whose body was found In a basement here yesterday. Instead of seeking the loVntlty of the killer, detectives had to re verse the usual order of crime mysteries and trace the identity of the slain njan. They had under arrest Doss Wade, 37, negro, and an alleged "voodoo healer," who told them he killed the man, but they were un able to learn who the victim was. Wade was arrested yesterday shortly after the body of a decapi tated man was found In the base ment of the same house. Wade tried to flee detectives, but was brought down with a bullet wound In each leg. He told detectives he had "beat en Nemo Olhbs to death with a gas pipe, robbed him of his weekly pay check of $35 end a watch, and then carried the body to the base ment and severed the head, which he hid In a cupboard. Oibba, however, walked Into the police station a short time Inter "very much alive." Then the "doc tor" thought his victim might be Ulbbs' brother William Gibbs, 25. but he, too, was found unharmed. Detectives said Wade then re fused any further information and they admitted themselves baffled. They would assign no reason for the decapitation other than some I voodoo rite. Griffin, Inspector of de tectives, said the prisoner was ar rested in Chicago about a year ago ou a double murder charge grow ing out of the killing of two wo men in a "speak easy" but that he had forfeited a $-5,000 bond. PHONE 240 County Agents in Budgets Several county courts in Oregon, slttinfr. with citizen's budget com mittees, had the usual wrestle this year with the county agricul tural finent of expense. In one county, not proitouncely agricultural in complexion, fie.il agents of bauks and some business men requested the court to in clude in the county's budget an amount necessary to finance the woik of 1 1m a-nt and his office. A delegation of indignant farmers protaoicd, raisins the usual hue and cry about -being told how to farm by some young college fel low whore horny callouses were more likely the product of hand ling a football than holding plow handles. in . another county, docldcdly more agricultural than the first mentioned, farmers, organized and unorganized, supported the county agent budget item, with certain city and some county interests op posing it. So it has run, over the state, a conflict of opinion over the value of the agent's work and doubt as to whether It Is worth while to maintain such a joint representa tive of the federal government, state, county and state agricultur al college. Significance of this frequent dif ference of opinion, if there is any, seems to be the fact that in most instances the county agent and his work are maintained. One his ser vice to receptive, progressive farmers not the stubborn ones who need no help or instruction and whose fences are often in -worst re pair, is made clear to county courts and the taxpaytng public, we have noticed a subsidence of opposition.
