School boards, committees, and superintendents have an extremely busy time during the last of the summer, in find- ing teachers for the school year that is about to begin. The success of a school depends more upon the personality and qualification of these teachers than on anything eso. A town may provide its schools with a. very fine equipment, but if its authorities are careless in the selection of teachers, the school work will not produce the desired results and the pu pils will do a poor year of work. There are certain obvious qualifications which determine to some extent if a candiate for a teaching position is competent to leach. If a teacher doc3 not thoroughly know the subjects taught, it is pretty difficult to teach those subjects to, children. Not merely will the pupils get confused ideas about the lessons, but there is not much incentive foil them to attain a high standard. Hull The New York Rotary club has opened a camp for crip pled children on Long Island, and it calls it "Camp Cheer ful," and 1200 applications have already been received from siich young cripples for a chance to visit it. It is a singular thing, but it often happens that crippled children are ex ceedingly cheerful little youngsters. If you could watch them at this new camp, you would probably find them try ing to play the same games of baseball and tennis that well and sound children enjoy. Their constant effort to rise above difficulties tends to make them courageous, and they find that seemingly hopeless obstacles can be overcome. There are many despondent and discouraged older folk who could learn a lot by observation of such youngsters. 0 The man who shouts very loud for home town develop ment, and who complains bitterly because this or that is not done to put his home town ahead, is not always willing to "chip in" when someone puts a subscription paper up to him for some good home town project. It may be deplorable, but it is the truth, that you can't put a town ahead without using some money. We must have some advantages that can be obtained only by voluntary effort, and these things cost money. To operate any pushing organization for business find civic development costs something. People who have a good amount of money need to feel some spirit of enterprise for their homo town projects, and occasionally be willing to give some financial backing to hopeful enterprises. While people may give up their money for these causes with some difficulty, it is hard to see how a town can go ahead merely on oratory, and least of all on knocking. o Now that a sufficient sum of money is forthcoming from the county court to assure proper financing of the I Douglas county products fair to be held in Roseburg Septem- PPU picks Tonight is bath nlte And don't forget to Have friend wife Scrub yer back. i 4" ! It may be the foundation for the return of the old-time county fair, some thing this county has not enjoyed for a riumbcr of years. At any rate, the fullest cooperation should be forthcoming to make a creditable showing of the various agricultural and other industries of this county. that make a big difference. A poorly educated teacher, who has enthusiasm and personality, may put more working spirit into a school, than a finely prepared one who has no gift for waking up children. People who select teachers need to be excellent judges of character, and thoy need to make careful inquiry to know what kind of work teachers have done in their previous fields. It is generally realized that unless people have some brightness and originality and personal initiative, they are not well qualified for the high requirements of this profession. 1 - 1 ' ; -1 -o- , . , Progressive, practical aiid'farsighted, the late Joseph . Some years ago a movement was promoted for the cur- few, to keep the boys and girls off the streets after a certain hour, which was apt to be eight or nine o'clock in many towns which adopted this plan. Not so much is heard of that idea now, but the youngsters st em to roam around the streets at night more than ever, and often to a very late ecl; they say, "1 here may be other Poles than that which has been charted. We'll find new snow and ice perhaps, and then, oh donnerwetter, geographers can turn out maps which are sublimely better. The need for maps which show the shape of icebergs, top and bottom, is so intense that men wear crape because thoy haven't got 'em." This finely powdered stuff sills down over the grass and gardens and houses, and reduces them to a dull gray, and it must often bp unhealthful for people to breathe. Many of these country neighborhoods may say tlvy can not afford to treat such roads with any kind of oil, tar, clc, as a dust layer. Perhaps some of them etui not. And yet many of them will eventually pay more for the repair of highways that are constantly being torn to pieces, than it would cost them to lay something on their roads that would prolong their wear. o Though jurors in the Gaines' murder trial rendered a verdict that calls for death penalty the donnu'd man sti maintains that he is innocent of thc crime charged against him. The evidence (hat brought about convn-tiou was pure ly circumstantial, but so convincing in its nature thai the (rial jurors were unanimous in their decision. A fight, to save the convicted man's life is tho next step. Gaines has a good chance to live a while longer, and may, by some unl'or. seen circumstances, escape the gallows.
