Whatever faults are found with congress, the country looks forward with hope to each iiew session, expecting it will do something to remove obsta ; ; cles from the country's progress. Ai years go on, these leg-- islators ought to be better able to cope with the country's needs. The average intelligence of the country is increas- jng, and the intelligence of the lawmakers should gain with it.also. And they must realize that the low standards of per . formance that would have been tolerated years ago, will not o how. It is said that the desire to' get re-elected is the one lr thing that works against high standards of performance in r legislative assemblies. Representatives will favor policies that they know at heart are futile, because they have for : the time being gained a degree 6f popularity, and they are fearful of offending those who have been swept off their vrfeet by some temporary tide of public' feeling.
