THOUGHTS FOR CONGRESS.
:; Our national legislature is again in session after a long
wst, and with new members. Whatever faults are found
with congress, the country looks forward with hope to each
iiew session, expecting it will do something to remove obsta
; ; cles from the country's progress. Ai years go on, these leg--
islators ought to be better able to cope with the country's
needs. The average intelligence of the country is increas-
jng, and the intelligence of the lawmakers should gain with
it.also. And they must realize that the low standards of per
. formance that would have been tolerated years ago, will not
o how. It is said that the desire to' get re-elected is the one
lr thing that works against high standards of performance in
r legislative assemblies. Representatives will favor policies
that they know at heart are futile, because they have for
: the time being gained a degree 6f popularity, and they are
fearful of offending those who have been swept off their
vrfeet by some temporary tide of public' feeling. But a man
i. has to make a good record in the long ton to- Stand much
chance of staying in politi6s. If he is whiffling around
with every whim of popular feeling, he is not going to com-
mand much respect He will have no record of achievement
to point to, and his vote will have' tod frequently beeri fecofd
; cd in behalf of propositions that time has proved to have
...been unworkable.
s Congress is about what people m&k( It If we folks pay
Z little attention to the doings of the lawmakers, we can hot I
- expect wem to rise to high level. But if we follow their
troves with care as reported in the newspapers, and applaud
them for wise action and blame them reasonably for failures,
r3hen they wilt respond to this greater interest

it, though it sometimes takes a spell of adversity to bring
