The decision of the government to change ambassadors in Wash ington la closely related to the American debt funding negotia tions. Foreign Minister Brland has Im pressed upon Premier Painleve and others of his colleagues in the cab inet that another effort should be made to settle the debt. Senator Berenger Is regarded as the best man available to bring this about. His financial authority In France, his Intimate acquain tance with the subject and the Ideas he derived from his recent experiences in Washington aa a member ot the Caillaux debt mis sion have persuaded the govern ment that. If something more Is to be done he is the man to do it There Is a- disposition in some quarters to criticise Ambassador Daeachner for his dispatches to the foreign office prior to the depar ture or the French mission for the United States, it being declared that these aUvlces left M Caillaux and his party under misapprehen sion as to the attitude of the American debt fundus commis sion. Tha usual inquiry whether M. Berenger Is persona grata to the American government as ambassa dor has not yet been made, but is expected to follow In due course. It was apparent too. that when the French debt commission,! j headed by Joseph Caillaux reached1 I Washington, It believed itself to have been fully Informed through , the French embassy here of the American attitude, but found later that It had indulged in over-confidence as to a settlement on accept able terms. To what extent the ambassador has been held respon slhle for this situation and for the fuiliire of the Washington funding negotiations remains to be disclos ed. I'ndoubtedly any attempt to re chrlstea Salem would be met with a (real deal ot opposition and, plenty of reasonable objections, yet the fact remains that the con tention upon which The Capital Journal bases Its plea la sound. There, are 28 Salema in as many states of the union. The name of Oregon's capital la a borrowed one and has no historical or des criptive significance whatever. Corval 11s, meaning the heart of the val ley, has merit aa a name, but let it be remembered that thla not the original name of the college town and supports the contention of the Salem paper that there are plenty of precedents for the move It urges.
