Only enough money remains in the funds allotted for the North Umpqua road to complete that project to Williams Creek, two miles from Steamboat ranger sta tion, the goal for this year'a work. according to J. M. Meyera, superin tendent for the bureau of public roads. It bad been hoped that with the money made available this year it would be possible to complete the road through to Steamboat, and except for unfor-1 seen circumstances, this would j have been possible. Mr. Meyers states that, aa much of the road I will be constructed aa funda will j permit, but he doea not expect to get past Williams Creek thla year. It Is expected that the government I will supply sufficient (finds to ' carry the road on Into Steamboat, but beyond that point It la not 1 probable that the work will be in-1 Itlated by the government, and If any further construction Is under taken it will only be by the effort1 of outside communities which combine in showing the need and necessity for the completion of the road. , ' This rohd project was primarily Instituted by the government as a forest development proposition, de signed largely for fire protection and for getting supplies In and out with dispatch. Between Rock Creek and the boundary of the l'miinua national j forest. IKiuglas county was asked to aid on a SO fill basis. This the county nereed to do, and appropri ated $17,500, which the govern ment said would be the county's share for that particular portion. The $35,000 thus provided proved far insufficient to complete the section, but the government shout dered all remaining expense, and completed Ihe road to the boundary without further aid from the coun ty, more than $10,000 being used to complete the road In the forest limit. The government then asked the county to appropriate $10,000. while the federal bureau set aside $40,000, this money to be used to complete the road Into Steamboat. The funds would have proven ample, except for the fact thaf a longer road, and one more diffi cult to construct, was made nec essary by the filing of power site claims on the Norlh T'miwpia river. The plana prnimsed by The Cali fornia Oregon Power Company pro vide for raising the waters more than 100 feet In some places, an that Instesd nf following a water grade It became necessary to set the road !)ark considerable dis tance from Ihe river, winding in and out among the spurs and can yons, adding much In the length nf the road, and causing cnnsiderable mnre exertion and expense In con struction. The government willingly as sumed Ihe added burden entailed by this change, as it Is Ihe policy, wherever possible, to protect the public's Interest In waterpower de velopment. The North 1'mpnua river Is polentlally one of the greatest power streams In the northwest, and as the public has a great Interest In all federally re served lands, its rights In water power are b. ng protected so that future development will not be handicapped In any way. f'onae fluently the mad was established nn a new grade. , Kventually the power of the river will drnihtless be harnessed, and when this Is done the com pany which lakes up the develop ment project will probably be cal- led upon to assume a imrtion nf ithe adfled cost resulting frnm the I change In plans, but In the mean itlme the gnvernment Is prnviding .the addltlnnal f'inds needed. Mr. Meyers states thst Ihe an J proprlatlon is now nearly exhausted enough money remains, he believes Ito finish the grade to Williams Creek, and that will be all that Iran be done unless additional funds are raised.
