I'resident Macliado, recently stat ed that all future death sentences will be executed. Two cases, both from Pinar dfl Rio, have been confirmed by the criminal section of the Supreme Court,, sentencing Valentine Martinez and Nazario Hernandez to death. "I have not yet received the sentence- which condemns to death Martinez," said Secretary of Justice Harraque, "but if there exists no reason to the contrary, it is certain that the president and his secretary of justice will inflexibly comply with the law. , "And the sentence of death of our courts, to whose majesty we all have profound respect, will be compiled with quickly and with out procrastination, in the form which our legislation places in force." Secretary ( of the Presidency Vorato Guiterrez in an emphatic statement, said the President in tended to sanction the sentence as soon as it reached him, and does not Intend to commute any death sentences imposed by the courts, but will see that they are car ried out. Closely followinK the statement of Secretary (iuiterrez was the action of the Supreme Court in con firming a second death sentence with the Audienia Court of Pinar del 11 lo had imposed on Nazario Hernandez of Pinar del Rio. Valentin Martinez was tried and convicted for tho murder of his wife, Paula Ledesma, on the night of March 29, 1923, in Can- delarla, Pinar del Rio province. Nazario Hernandez was. given the supreme penalty for the kil ling of his illegimate daughter in Pinar del Rio, during November, 1923. The child's mother was Rosallna Lopez, sister of his wife. The last man to die by the gar rote, Cuba's death chair, was Juan Chapin of La Lisa, near Ha vana, convicted ana sentenced for the 'murder of his nephew. Capin, the twentieth in Cuba, to pay the death penalty, was exe cuted on June 12, 1906 by Pa tricio Lopez, called "Kl Galltmo Colorado," (the red Galiciun), the official executioner. Since that time an executioner has held of fice, he being always a long term j convict, whose sentence 1 short ened for each execution. The pre ; sent executioner, Antonio le Paula I Romero, was appointed June 12, 1922. The garrote is a relic of the Spanish regime, and furnishes al- most painless death to the vic 1 tim. The criminal Is seated in I a chair, with his back against a post, and a brass collar, the gar rote, is placed about his neck. In this collar is inserted a screw, at the point where it touches the back of the neck. The exocu tioner turns the screw, .and tho spinal column of tho condemned man snaps in two, producing death. A quarter to a half turn is sufficient. About six years ago a bill pro hibiting the garrote, substituting life imprisonment for capital punishment, passed the Senate. No action was taken in the House of Representatives, however, un til recently, when the bill was dug out of a mass of tabled legis lation, and attempts were mude to place it on the calendar. The House, at the close of the last session of Congress on Juno oQ, had taken no further action.
