Re vision of the new immigration law to provide a selective system for ( bringing immigrants to this coun try will be sought at the next session of Cong revs by Fecretary Navis of the Labor Department, i who has jurisdiction over immi ; fcrntioti iiiestiyns. I Chief among the changes pro posed will be one In connection 1 with the contract labor provisions of the law. under which aliens r.re nnt permitted to come to this (country tit present If they have promise or contract for employ ; ment after reaching these shore ' This provision, in th view of Secretary Davis, attach? a maxi mum rl-k to emigration from other countries, and discouragei .from coming here the class of Immigrants most desirable to . this country,. He believes that the hard-wcrkitti:, substantial type of Immigrant who ha a family to I support Is nlmost barred under 1 1 h e present law because If he : comes .here he mu?t do so blindly, with no assurance that he may , have employ men t nfter arriving. - If din h aliens were given as surance of work before leaving tliefr homelands, th? secretary be . lieves that tinder proper super vision, such a plan wo-ild ITiduce a higher type of foreigner to tnke up eiiiz.enship here. American labor, however, the ! pcreary insists, must be given ; complete protection, work belne offered to prospective Immigrants only after It is found that there 'is no available American labor for the places to he fil!d.
