"We are not as a people Inter ested In making speculative ad vances. We can undertake to help only those who try to help them selves, and In saying this, we are not thinking specifically of any one nation, but rather of a situa tion In which all are alike Involv ed. "Now with the working out of that problem In Its details, the American people will have no will nor desire to meddle. They recog nize in It factors in which they are only Indirectly concerned. Their geographical position alone frees them from considerations which other nations must regard. They offer no advice. When we lent our savings to rebuild the markets which bad been destroy ed, It was because we knew that in no other way could they again be enjoyed. That was necessary in the beginning; that was mere common sense. If we went at the Job with a certain moral earnest ness let that go to our credit. "It is natural for us to assume that those who have suffered so much from war should seek a set tlement which, so far as Is human ly possible, should be free from conditions leading directly to war. To that end and in that spirit, we have helped. Rut we have never forgotten that there was a limit beyond which we could not go. "The full measure of American helpfulness can be obtained only when the American people are assured that the time for destruc tive methods and policies has pas sed and that the time for peaceful upbuilding has come. They are asking themselves If that time has 'in fart arrived. And that question they eannot today answer. There must he complex engi neering studies, careful financing plans, and thousands of manufac turing operations before new facilities can he built and made ready for public use. And when they arc ready, the workers must also be ready, skilled in the multitude of tasks incident to the operation and maintenance of telephone plant and equipment. In every important center in the country, new members of the telephone forces are in continuous training, preparing to meet to morrow's telephone needs. For your telephone system is a living, growing organism. Last year 836,163 telephones were added to its national service.
