Failure to see any brlKht future for Juulor officers of the military air ser vice under the present system has caused Lieutenant Frank Seifert, who trained distinction in the sum mer of 1923 by piloting rne of the planes during the mid air refuelinK tests at Rockwell field, when eight world's flight records were broken to resign from the air service, ac cording to an interview in the San Diego Union today. Most of the outstanding achieve ments of the air service has been conceived and executed by the pi lots themselves the resigning lieu tenant stated. "The trans-continental flight of Kelly and Macreaily. was conceived by these two men themselves." says Lieqtenant Seifert. "Smith and Rlchtcr should be Riven cred it for the midair refueling ex ploit and Eric Nelson and Lowell Smith were in the main respon sible for Initiating the world flight project and setting it through to a- successful conclu sion."
