A private meeting today between Represent ee Stephen G. Porter ot the Unit ed States and Viscount Cecil of Great Britain in an attempt to save the opium conference from a breakdown resulted in failure. Mr. I'orter stated that unleRS conditions changed radically he would return to the United States within a few days. "1 consider the situation has reached such a Btaffe that my con tinued presence would imperil The Hague opium convention," Mr. Porter said. Previously under the chairman ship of Dr. Zahle of Denmark, the representatives of tile countries having far. eastern possessions, where the opium smoking practice prevails, held, ft private meeting to ; frame the text of a resolution sot ,ting up a Joint commission and to : examine generally as to means for saving the conference from break down. i The Joint commission Idea was evolved as a possible means ot getting around the difficulty caus ed by the fact that the BrltisU :and other delegations malntRin : that the opium smoking problem lay entirely within the province of the first conference, immediately preceding the present one and that : the latter conference is ot compe tent officially to take up the prob lem of opium smokig, as insisted jby Mr. Porter. League of Nations officials Bald today that as a result of the fur ther conferences with leaders like Lord Cecil, Dr. Zahle and M. Da- ladier of France, an adjournment would probably be favored by the league authorities provided they became convinced no agreement now was possible. Some of the smaller states seem anxious to adopt the adjournment alternative as a means of preserv- ing the preBtigo of the League of 'Nations under whose auspices the conferences have been held. A group of representatives of J such states, headed by Michael jMaswhlte of the Irish free state, called on Mr. Porter last night 'and urged him to favor a long ad journment if an accord seemed j impossible at this time. Mr. Porter told Lord Cecil that jtho plan for appointing a Joint commission from the present and ) earlier conferences to discuss the : problem of opium smokig propos ed by some of the delegates as a means .of saving the confer ence was not acceptable to the Americans. Mr. Porter considers this plan unsatisfactory and use less on the ground that the mem- ibers of the commission represent ing the present conference would have no official standing owing to ;the contention on the part of may of the countries that the pres ent conference has no competency ito discuss opium smoking, j Mr. Porter expressed the opln i ion that the best procedure would be to convoke a new conference ;Wiih opium smoking clearly on the j agenda. I Lord Cecil told Mr. Porter he had not looked favorably on the ' protiosal of some of the snialler i states to adjourn the conference : for about a year, but said his de cision on this point was not final, lie asked the American represent ative to remain and complete the i narcotic drug convention, leaving the question of opium smoking for j further treatment in the future, i Mr. Porter declined this proposi tion "because he believed the two j problems were inseparable. A prom inent missionary today informed a Keuter's correspondent that the military authorities in the pro vince of Kukien had beheaded 20 christian Chinese farmers because they refused to grow opium. The missionary added that although the Chinese officials were compell ing the farmers to cultivate opium, !1."i0 Christian families had refus- cd to obey orders and that the ex ecutions followed. j r infant. Mr. Moore und Mr. Gar rison are introducing a new sy stem, which will lie utilized in addition to the poisoned grain, and it is expected that good re sults will be obtained. Many farmers do not like to use poisoned bait because of the fact that turkeys or stock eat the grain, and hogs often pick up the poisoned carcasses. .For that reason some difficulty Is en countered in securing coopera tion from all farmers. A new system of disposing of the rodents is now being worked out.
