Incidentally the document reveals that in studying the possibility of the I'nited Slates being drawn into a war, both the army and navy gener al staffs are proceeding on the the ory that hostilities would begin with out a declaration of war and would be first signalled by a terrific attack on American soil. After visjting ports on the west coast of South America, this fleet assembled at Galapagos Islands, where they join ed the Dlack rtase force and Train and a number of fuel and cargo vessels under other flags. After repair and refueling the entire Ttlack fleet sailed w ith the announced intention of visit-1 ing Magdalena Hay and American I'a ieifio waters. The boys are very enthusiastic over the camp there which it Is expected will be made an annuul vacation spot, as they have secured a site for a club house there. The camp was maintained on a strict schedule and was without trouble or serious event. The roads between here and Dlnmond lake are reported to be In bad shape and some trouble was experienced oy the cars and trucks transporting the boys and their equipment.
