How the I'nited States fleet, compris
ing more than three score naval craft,
"disappeared" from the face of the
seas and defied tlie efftirt of search

the water, is told In an official Navy
Department critique of the Panama

Incidentally the document reveals
that in studying the possibility of the
I'nited Slates being drawn into a
war, both the army and navy gener
al staffs are proceeding on the the
ory that hostilities would begin with
out a declaration of war and would
be first signalled by a terrific attack
on American soil.
The successful masking of tho move
ment of the fleet which represented
thp enemy force in the war game wras
declared by the judges to be the out
standing actual feature of the exercises.

Coming from northern ports the de
fenders carried out the role of having
been suddenly mobilized from their
peaceful activities. One squadron of
destroyers had only 50 per cent per
sonnel when the orders came, but the
crews were hastily made up from ap
prentices. Kighteen seaplanes were
sent from Hampton Roads under their
own power to Panama, and within a
few hours after their arrival were on
the scouting line.
"In order that logical estimates of
the situation can be made," the officinl
report said, "certain assumptions nre
made as to the general situation
which is supposed to exist. These are
as follows:
"Strained relations between Blue
and Dlack have recently been made
more tense by a cruise of the Illack
fleet In the Eastern Pacific under Ad
miral E.. composed of seven battle
ships and two destroyer tenders, nine
submarines and one submarine tender.
After visjting ports on the west coast
of South America, this fleet assembled
at Galapagos Islands, where they join
ed the Dlack rtase force and Train and
a number of fuel and cargo vessels
under other flags. After repair and
refueling the entire Ttlack fleet sailed
w ith the announced intention of visit-1
ing Magdalena Hay and American I'a
ieifio waters. I

through the canal and is based on

the so-called 'general situation.'
"In view of the strained relations.
Admiral K., commanding the Illack
fleet, prior to leaving Illack country,
received Instructions that, the general
naval plan would call for the destruc
tion of the canal locks or obstruction
of the waterway."
"To this end. If incidental to seiz
ing a base within radius of the canal
he should see fit to violate the neutral
ity of a Central or South American
country, he was authorized to do so.

Hlue concluded that niack's most
probable intention would be to estab
lish a base on the Central or Dossihlv
South American count, and to launch
an attack by bombers on the caral.
The Hlack commander came to the
same conclusion. He rejected the
South American coast on account of
the greater distance. After due con
sideration. Port Culebra in Costa Itica
wan chosen lor the Pluck base.
At 4:30 p. ni., February 20. Hlue
force commander sent radio to com
mander Hlue destroyers to send six
scouts immediately to examine const
as far as Fonseca. At 4:10 p. in.. Feb
ruary 21, the Blue destroyer Coghlan
reported the enemy forces entering
Port Culebra harbor. When the Black
forces arrived at Port Culebra, the
problem was discontinued."

The Hoy Scouts returned (today
from their two weeks' summer camp
at Diamond lake. The boys are very
enthusiastic over the camp there
which it Is expected will be made an
annuul vacation spot, as they have
secured a site for a club house there.
The camp was maintained on a
strict schedule and was without
trouble or serious event. The roads
between here and Dlnmond lake are
reported to be In bad shape and
some trouble was experienced oy
the cars and trucks transporting the
boys and their equipment. Trans
portation was furnished for them by
tho local Rotary ctuu. some of the
boys came back yesterday and
others will arrive tonight.

Hi rt Russell had a very narrow
escape from death one day last
week while engaged In work about
the steam threshing machine at the
II. It. Jones place on North Myrtle,
says the Myrtle Creek Mall. Sever
al men were engaged In the final
cleanup at the close of the job. As
G. A. Copeland was In tho act of
pitching some loose stuff upon the
feeder's table the fork came In con
tact with the drive belt In some
manner and waa hurled for several
feet and (he tines struck Mr. Rus
sell in the breast and penetrated the
flesh to the bone but never pierced
the chest cavity. Had the fork
struck a little lower it would surely
have pierced his abdomen on Intes
tines, which would doubtless have
resulted in his death. It was a
close call, and luck was surely with
Mr. Russell on this occasion.
