An Increase in advertis ing rates does not mean the same percentage of Increase in Income, either upon a normal or abnormal amount of advertising published. Every Increase In advertising space' means more newsprint, more post ge, more composition cost all ei an enormously Increased basis. Thore Is hardly a metropolitan newspaper which la not. as lo many or all of Ita Issues, rejecting adver tlsements. even at the Inrreased ad vertlslng rates. Of these .100 applicants about 00 were persons claiming preferential right bv reason of settlement previ ous to Dec. 1, 1913. More than 50 per cent of all applications filed were by eittei.H of Oregon, and the greater part of these are residents of Douglas county.
