The town Is wild w ith joy. Business men Df the city will pay the Btate license of $1000 and erect a monster arena, costing $15,000. Goldlield boosters, who came here with a guarantee of $200,000 to se cure the light for that city, are much chagrined over Rlekurd s deci sion. With evidence pointing almost indisputa bly to their guilt, Jesso P. Webb, a Seattle real estaUJ agent, and Mrs. William Johnson, are under nrrest here, charged with the murder of the woman's husband, a farmer, of Kent. Wash., whose dead body was found In a trunk ut the Union depot last night. Johnson's head was crushed and there was a bullet in his bralu. At the notice station Webb was searched and two bloody handker chiefs were found in his pockets. He also had on his person two watches. one of which Mrs. Johnson sas be longed to her husband. Webb and the woman had been automobillng ill nleht and wore, alighting at the 11 lamette Lodging House, when they were apprehended. The woman had In her purse $1'J00, which she says her husband gave her yesterday. Webb Is known to the Seattle police. After next Saturday night the Roseburg telephoue system will be operated from the new switchboard in the new telephone uciidtiuurters on Stephens street. This will also end the present antiquated method of culling "central, ' as that will thereafter be done automatically by taking down the receiver. A large force of men is now at work here preparing for this change. Several of the ollicers of the Pacific Tel. & Tel. Co. are here overseeing this work. Among them are J. P. Davies, Division Construction Superinten dent; E. F. Savior, District Plant Superintendent; P. E. Cole, District Trallic Superintendent. Resides these, J. E. Heaton, District Commer cial Superintendent, is expected to arrive tonight. Work on placing the big new cables Is now an important feature and a gang of expert splicer men ar rived and went to work this morn ing. In fact the entire system will have to be re-wired and new wires and new phones placed in all build ings. The switching over to the new plant will not have to wait for this, however. As soon at? the change Is made to the new switch board a crew of men will at once re move the cranks from the present phones so no more hand ringing can be done, lhat being obviated by the new, automatic sysiem. This will he followed as rapidly as possible by the Installation of new phones and taking out the old ones. This is to be done without interrupting the telephone service for anyone, if pos sible. Some little confusion Is to be expected in connecting up the new wires, but this will soon be eliminated. The contract will Involve the 40 blocks of street designated for pnvlng by the council over three months ago and with which the pub lic generally is familiar. Later this outlined area will be Increased ten blocks, as the bond issue of $40,000 will also pay one-third the cost of such additional blocks, nfter there Is expended out of that sum the one third cost of the original area of 40 blocks. Messrs. Clark nnd Henry, the suc cessful bidders, were present at the council meeting this morning and promised to begin work within the next 20 days. They ngree In tlieir contract to complete work in 120 days. Calculating that they will commence work about. Councilman Mlcelli moved, after short discussion, that the paving contract be awarded to the Clark-Henry Compuny. "While It is true." he said, "that the Renver Construction Company has presented the lowest bid, I do not think the clIizeiiB of Roseburg ould want them to hnve the con tract. They are absolutely new In the business; they haven't laid any pavement anywhere. They ought to rst demonstrate the value of their pavement In their own city. We cannot afford to let them experiment Roseburg, especially when we have before us the fine proposition of the Clark-Henry Company, which, Instead of being an unknown quan tity, has an undisputed record of successful paving work all over California. Mlcelll's motion was promptly seconded by Councilman Jones, and when the question was put to a vote every member answered in the af firmative. Quality of Pavement. As stated in The Review nt the time tentative bids were received, the pavement decided on by the council is whut Is termed the secona gruae. costing $1.69 a square yard which comprises a 5-inch crushed rock base, a one-inch concrete bindor and a lMi-inch wearing surface 7 V2 Inches thick In all. The only difference between this grade and the first grade is that the latter has a wearing surface a half Inch thlck- The second grade will be tuny amnio, however, for any and nil traffic In Roseburg, especially on the residence streets, whore It will ne principally laid.
