SHANGHAI, Dec. 31 Distinguish

here today to take part in the Inter
national conference at which the
powers are to fix upon the details for
the cessation of the cultivation of
opium within their territories In or
der to aNslst China in the suppres
sion of the use of opium among the
Chinese people.
Missionary doctors continue to re
port a large Increase In the sale of
anti-opium remedies, which, contain
ing morphia, produce results worse
than opium smoking. It Is evidently
desirable that effective mensures
should be taken by the Chinese gov
ernment to prevent the Illicit Impor
tation and sale of morphia, and es
pecially It Is desirable that Japan,
following the example of other na
tions, should prohibit the export of
morphia to China.
Prohibition drives man and woman
to the use of cocaine, morphine,
opium and other drugB, according to
Dr. Hamilton K. Wright, one of the
three United States commissioners to
the International Opium Congress.
Dr. Wright declnres ho has found
the drug habit to be advanced fur
ther In those state having strict antl
llnuor laws, while In the "wet"
states the reverse Is the caso.
Dr. Wright said that, contrary to
the general belief, the Chinese users
of the drug and the opium-eaters
both are anxious to see tho law en
