Delegates to tho third Oregon-Idaho Development Congress continued to arrive here un til a lute hour hmt night and the hotel accommodations of the city barely met the requirement of .the situation. Enthusiasm In the cauHC of development of the Inland empire Increase aa the speakers point out the varied resources of the great ter ritory. This Is Malheur day, and It is de voted chiefly to tho exposition of the advocacy of the government Irrita tion project, designed to water 2IIU, 000 acres of rich sagebrush laud trib utary to Valo and Ontario. This evening a Bpecial train coutuinlng On tario boosters headed by the town band will arrive to swell the chorus lu support of the project. An Important speech wus delivered last night by Col. C. B. 8. Wood, of Portland, agent of tho French com pany, owning the military road grant of 760,000 acres Including 25,000 un der the Malheur project. The com pany hag been accused of belug the chief obstacle to the developing of the country, but Col. Wood denies It. In a clever speech he declared that his company had purchased the land grant with gold coin from the politi cians who had secured It, and was therefore entitled to get some re turns. Ho declared that his company was willing to sign up the land for the government project providing that it Is not placed In danger of having the land confiscated by the foreclosure of the land for water before being ablo to find purchasers. It is believ ed that the government will bo able to make arrangements to protect the compouy from Iohs and permit of a fair price belug Hocurcd for the land. Col. Wood ulso stated that the whole of the grant Is now under offer In London to capitalists who are consid ering the proposition of construct ing a ruilroad from the Snake river to Coos Hay. Harrlnuin Hefners Grunt. The speaker suld that tho grant had been offered to llarriman as an Inducement to construct a road and also to the Chicago-Milwaukee & St. Paul Interests, tho price being :l per acre, but that both companies had turned down the proposition In favor of constructing competing lines to those of Hill In Washington, lie said that ho would advocate tho passage of an amondnumt to the constitution licrmittlng tho state to construct a railway in order to liave a rhunco to make the railroads develop the country Instead of lighting ench oth er In a territory already provided with lransKrtutlon. The most liniKirtaut nddresB deliv ered lit the Oregon-Idaho Congress hero today was that of Walter llrlf lllhs. organizer of the Malheur Water Users' association, which In to act with the government In tho Malheur Irrigation project. Mr. (Irlllllhs ex - plained at length the stntus of the project and Just what had to be done to meet the demands of the govern ment as a preliminary to the com mencement of construction work. ssii 1 ills fcaa ALCOHOL, J PER CENT" AVcgetabU Vnpmtioaiacis slmiLallngihefootfaniJRcCiia lingUicSiMitadisanililoirelsiif Promoles DigMttonflwtfor' ness and Restronlains neitrj Opiunt.Morphine norMimwLl NOT NARCOTIC. SAN FRANCISCO, Den. 17.- What may bo un Indication that the com mercial peace pact between the (ion Id and Ilarriinan railroad interests Is broken Is revealed In a report that the Wentrn I'ucillc railway Ih ik'ko tlatliiK for the teuuliiK of several piers for the accommodation of Hteam 8hls to ply between llila city and oriental ports. Tho Western Pacific oIllclalH have admit ted that without TnutH-l'aeUic servlw; the freight department of the new tranHi-onMneiitnl road faces a se rious problem In maintaining that branch of the road without loss. This was foreseen by the Gould of ficials and the recent agreement with Harrlman wns believed by those who closely follow railroad affairs to In dicate that tho Western Put-Hie In entering the agreement secured tho use of tho Pari lie Mall stenmshlp line for transportation of freight to and, from tho orient. In the rumored opentng of a neces sarily competing Hue railroad men profess to see un early hrnk In the agreement and a war to come for the control of orientul trade. Kulton has no real desire to be Unit ed States senator from Oregon. He would like the omce If he could be assured of life tenure, but under the circumstances he believes that it would be better for him to return to the practice of law. Therefore he has concluded that it would be better for him to return to private life with out a struggle, though he still be lieves that the Oregon ilcgislatuie should elect some Republican to suc ceed him. ThiB Is Mr. Fulton's verdict as out lined In a letter which he has written to a member of the Multnomah dele gation, In which he says that unless ho could be assured of continued re election without serious opposition he had beBt return to private life and let politics go in order to build up his private fortune by the practice of his profession. This letter makes It plain that the senior senator has given up hope of breaking down the Stntement No. 1 majority In the legislature; that he has no hoie of re-election, and that the end of the opposition to the elec tion of Governor Chamberlain by the legislature has come in definite form.
