WASHINGTON, D. C, Dec. 10. The total estimates of the War De partment for the next fiscal year, as shown by the annual report of the Secretary of War, amount to $189, 7f6,039, an Increase of about Ti2, 000,000 over the appropriations for the present fiscal year. This Increase Is largely for river and harbor work, and olher public works of a civil character, for which purpose about $24,000,01)0 Is asked. Or the bal ance, about $10,600,000 Is an addi tional estimate for the support of the army, military academy, and the mllltla. For military public works, such ob fortifications, arsenals, mili tary posts, etc., the estimates call for an Increase of $17,800,000. Secretary WriKht especially recom mends an addition of 012 olllcerB of the army, and also approves a policy for the elimination from the service of all oflicers who full to maintain the requisite stundard of efficiency, lloth of these propositions wero before con fcress at Is laet session and will be strongly urged this year. The necessity for more oflicers, the report states, is duo to the unavoid able detachment of oflicers from Ihelr regular service with troops. Their detachment for recruiting duty, for duty an Instructors In the army and at state institutions, as well as wltti the mllltla of the several states and territories, has occupied the time of a large number of olllcors. At pres ent thore aro on detached duty 691 oflicers and 167 more are absent on leave of absence or on account of sickness, llcaldcs this, examinations, court-martial service, and numerous othor kinds of special duty, though temporary In character, make a con siderable Increase In tho number of oflicers that nre constantly unavail able for regular service with their commands, lie adds that It would be a measuro of wlso economy to pro vido an extra number of highly equip ped officers for these added duties that have been thrown upon the army, as the result would be highly beneficial In case of war. Another method of Increasing the efficiency of tho army, he stales, If to eliminate officers who have not the highest qualifications. Tho pres ent law on tho subject does not apply above the grade of captain, awl. It If said, has utterly failed to accomplish Its purpose except In cases of physi cal disability. The report shows that the army If now only 92a 1 enlisted men short of the autborlxed strength, due to great Improvement In recruiting. During the past year there hns been an In crease In the actual strength of the army of 19.168. making the present strength 4116 oflicers and 68.612 en listed men. a total of 72.628. Of this number 63.102 are serving In the United States, 12.101 In the Philip pines. 4906 In Cubs, 1102 In Alaska. 611 In Porto Hlco, 266 In llHwall. with 661 troops enrouto and oflicers at othor foreign stations. The total number of enlistments In t the army during tho fiscal year end ing June 30. 1008. exclusive of the Hospital t'orps and Philippine Stunts was 41.463. Of this number ll.7t:i were re-enllstmenta and 29,720 were original enlistment. Tho percentage of native born (white and colored) among tho original enlistments was 88; of the total number of enlist ments. 35,435 were native born. 5, 869 were of foreign birth, 12 were Indians, 28 wore born In the Philip pine Islands (enlisted or re-enllsted for hand muslclansl, and 129 were born In Porto Itlco. Of the total number 39.953 were white; 1341 were colored. The number of desertions from the army fell off to 4.6 per rent ot the whole number of enlisted men In the service during the fiscal year 1908. as compared with 6.6 per cent during the preceding fiscal year. The Sec retary speaks with gratification up on the marked decrease In the num ber of desertions, not only during the past year, but during the past two years. The number of desertions was leas in 1908 than during anv fiscal year since 1901. Ho accounts for this Improvement by the fact that long-term military convicts are now confined in the military prison at Fort Leavenworth, Kans.. He estimates that about 75 per cent of the 11 1,000 oflicers nnd men In the organized mll ltla would respond to a call to arms, and of the number responding a small percentage would be eliminated probably by physical dlsqiiallllcatlon. It Is estimated that a little more than 60 per cent that Is, nhout 67,000, would bo available at present In case of an emergency. The Secretnry states that the result of cnreful study In tho War Depart ment showg that In the event of war with any tlrst-claHs power, we would need at least 350,000 men for the Hist lino of defense, and that as the tegular army Is limited to 100,000 men. It would be necessnry to draw 250,000 men from tho organized mll ltla. Ho suggests that It might be -veil for the general government to stlitiuhilo this result by Increasing the aniiuiil appropriations for the t quipmont of the mllltla and for gen eral maneuvers of tho mllltla with the tegular army. That the wave of opposition throughout the country to the liquor traffic seems to be receding was the keynote of the report of the various Btate or ganizations at the closing of the Na tional Liquor League. The concen sus of opinion was that the best Interests of the liquor trade would be conserved by having the number of saloons limited according to pop ulation.
