SALEM, Or., Dec. 6 Many Im portant recommendations are em bodied In the biennial report of the military department of the slate, sub mitted yesterday by Adjutant-Gener al W. E. Flnzer, to Governor Cham berlain. It la shown by the report that the Oregon National Guard Is now in a liiKh state of efficiency and that but one change Is needed to bring the entire organization up to a regular a'iny basis as regards organization This is the addition of four compan ies of Infantry lo the Fourth Oregon with headquarters at Eugene. These four companies will be organized as soon as practicable. W ar Depart ment orders allow until January 20, 1910, for completion of the reorgan ization. In his recommendations General Finzer gives a new solution of the dllflcult problem of securing armories for National Guard companies out side of Portland. In this connection he urges that It be provided by law that all counties wherein guard or ganizations are stationed must pro vide suitable armories, such build ings to be used for public meetings only when not In use for drill pur lioses. Other recommendations of Interest to hundreds of guardsmen through out the state are: That paymasters be permitted to draw funds In advance of camps of instruction for pay and subsistence. This will save endless delay and annoyance occasioned by the old system now in use. That as soon as funds are avail able the troojis be supplied with camp cots for use in the field. Such cots are now UBed by the regular army and add considerable to the endurance and comfort of the men. That an allowance be made the commanding officer of each company, battery and band to pay the quarter master sergeants to care properly fo; all public property, under such regu latfons as may be prescribed by the Military Board. That an officer of the National Guard detailed for duty in the Ad jutant General's office for the pur pose or conducting a service schoo by correspondence. That a board of officers be detailed to make any alterations In the mili tary law of the state that are found necessary In order to entirely con form tho organizations of the Nation al Guard to those of the United States army and report their And- ngs to the legislature. That an act be passed by the leg islature prohibiting any person oi oersons, or organizations, other than the United States nrniy and the Nil llonnl Gunrd, from wearing uniform? or parts of uniforms similar to those worn by members of the service. Not only would a cannery af ford a market for tons of fruit which annually go to waate in this Becllon, but it will provide a means whereby the farmers could make a greater margin of profit off stheir land. About Dec. 15th, County Clerk Ienox will receive the first set of hooks for putting into operation the new "loose leaf" system for keeping ?ounty records. This system is al ready In use lu several counties in Washington, and has been adopted, in whole or In part, lu Marlon, Mal heur, Josephine, Lane and other ountles of this state. The first books to be received here for opening this Bystem are: Deed record, mortgage record, county court journal. Probate court journal. Rec ord of Incorporations, Record of Min ing Claims. While the first cost of these books Is more than that of the ordinary records, that will soon be overcome by the very much smaller expense of renewing them. With these, qew leaves can be Inserted from time to time, while with the old system new books had to be pur chased. With the increasing volume of business of the county this had grown to bo a considerable item, which the new system will materially lessen. Nearly all the larger business establishments now use the "loose leaf" system of books as a measure of economy and convenience. With these the county can, a little later dispense very largely with the use of a book typewriter for recording, as loose leaves can be handled on an ordinary typewriter with a wide car rlage.
