Growth of Rtjral Free Delivery Good In More Ways Than One. WASHINGTON, D. C, Nov. 30. Touching the heart of the axricultur I communities in every state of the union, the annual report of Fourth i' Assistant Postmaster General V. v. 1 l.f-aar ma,a noltlln tmiav an. Bounces Increased usefulness of the rural free delivery service and the unprecedented bringing of the work , of the buroau un to date, and recom- ' mends rural delivery of packages of 1 1 pounds maximum ai a special post age, and the uniforming or rural car riers. The package provision sug gested requires legislation, and Is designed to be effective between the distributing postofllce and the patrons of any rural route emanating from such postofllce. The rural carriers hi the service of which Mr. JJoUraw la the head, dally pass 8,900,000 homes, and he recommends once more the adoption of a uniform for carriers. Rural delivery Is now In operation In 943,087 miles of road, over which carriers ore required to travel dally. or these roads, 35,000 miles are mac adam, the remainder being earth. sand or gravel. Blnce the service was first established 170,632,162 has been expended on roads traversed by rural carriers, Road officials and patrons are notinea Whenever repairs are aecossary on rural routes. More work has been done on such public highways and -more expenditurss made In their Improvement luring the past year than In any previous year in the history of rural dellveiy. and the official roports received clearly Indicate that Interest In road 'Improvement Is being generally mani fested throughout the country. During the post year 1672 new routes were established. 17 routes discontinued prior thereto were re established, and 140 routes discon tinued, loavlng net Increase in num ber 1649. During the year 10D8 postolflces were discontinued and the patrons rendered service by rural carriers. Dispose of Dead I,tterH. The report recommends legislation which wll permit the adoption of. an Improved method of disposing of un deliverable articles of mall by sulo, so nn to eliminate as far as practic able the objectionable lottery featured involved In carrying out the existing law on the subject. In the dead let ter office during tho year thero were received 13,146,172 pieces of mall and there wore roturnod to senders 7,202,684 lellora and parcels, or al most 2,000,000 nioro than In the ' previous year. IP KKFOHM KKFOIIMKI). , .(By Ambroso lllorco, In Doccmbor Cosmopolitan.) Let us for a moment suppose this country's reformers to have achieved their amiable purpose their pur poses, rather, for these are as the leaves of the forest, and no two alike. , Wo have, then, a country In which aro no poverty, no contention, no tyranny nor oppression, no peril to life or limb, no disease ami so forth. . How delightful! What a good and , happy peoplo; Alas, no! With pov erty have vanished benevolence, pro vidence, and the foresight which, born of the fenr of Individual want, stands guard at a thousand gates to defend tho genornl good. Tho char Itabko lmpulao Is dond In every breast, and gratitude, atrophied by (limine, has no longer a ploeo anion; human sentlinonts and omollons. With no more fighting among ourselves we have lost the power of resentment and resistance; a car-load of Mexi cans or a ahlpful of Japanese con Invade our fool's paradise and en slave us, as the Spaniards overran ; Peru and tho llrlllsh subdued India (Hallers of "the dawn of tho new era" will, I trust, nrovlilo Hint It dawns everywhere at once or here last or all.) Having no oppression to resist and no perils to apprehend, we no longer need tho courage to defy, nor the fortitude to onilure lioiobtm Is a falling memory and magnanimity a dream of the imt for not only are tho virtues known by contrast with the vices, thoy spring from the same seed, grow In uie same soil, ripen In tho same sun shine and perish In the same fnat A fine race of mollycoddles we should be without our elns and sufferings! In a world without evils them would . do one supreme evil eilMcure. We need not fsar nnv such mn dltlira. Progress is Infected with the germs or reversion; on the grave of , the clvlllwulon of today Kill kciunt the barbarian of tomorrow, "with s Klory In his bosom" that will trans figure him tho day aftw. The alter ." nation Is one that we can neither hasten nor retard, for our snoops baffles us. If. for example, wo coutii abolish war, dlseane, and famine, the raoe would multiply to the point of "standing room only" a condition prophesying war, disease, and fam ine. Wherefore the wisest nrnver Ih this: "O I.ord. make thy servant strong to ngnt and luiHlciu to pre vail." A supply of the Dew edition of the Oregon mining laws has Just been received at this office.
