Democratic leaders Hcent a plot to break the hark of the "Holld Seulh" In the effortB of the republliais to curry Virginia for Taft, There Is no doubt that the Extended Btay of the republican can didate at Hot Surings and his ad dresHt'B to the voters of Virginia has added to his popularity, and the re publican politicians, long hopeless of a republican victory, are beginning to get busy. "Virginia for Taft ' is their butt leery nnd they have gained many followers. Democrats scout the poHsthlllty of n Taft majority and declare that Hryan will get a larger vote in the Old Dominion than In either of his previous campaigns. Hy request of the democratic state committee, Hry an and Kern clubs are being organ ized nil over the state and by Sep tember 15 nearly every town aud city will have such a body. Every effort will be made hy leaders of both parties to keep the enthuslusni of the voters at a white heat. ANOTIIUK AIi:it HA1LUOA1I. SALEM, Or., Sept. 2. FOLLOWING EACH HEAVY RAIN Finest Work Done When the Soil It Moitt, Not Sticky Clay Highway Dragging Needs Special Attention. Economy of the Device. The beit results with the spilt lot drag have been obtained hy dragiti roods once each day after each heavy rain. In some cases, however, one dragging every three or four weekti han been fuund sufDclcnt to keep a road In good condition. Wheu the soil is moist but not sticky the drag docs Its best work, suys a bul letin from the government olhce of ptihlic roads. As the soil in a field will bake If plowed wet, so the road will bake If the drag Is used on It wheu It is wet. If tiie roadway Is full of boles or badly rutted, the drag should be used once wheu the ground Is soft aud slushy. This Is particularly ap plicable before u cold spell In winter, wheu It Is possible to so prepare the surface that It will freeze smooth. Not infrequently conditions are met which may be overcome by a slight change In the manner of hitching. Shortening the chain tends to lift the front slab and make the cutting slight, while a longer hitch causes the front to sink more deeply Into the earth and net on the principle of a plow. If n furrow of earth is to be moved, the doubletree should be attached close to the ditch end of the drag, aud the driver should stand with one foot on the extreme forward end of the front slab. Conditions are so varied In din'crcnt localitles, however, that It is quite Impossible to lay down spec! tic rules. Certain sections of a roadway will re quire more attention than others be cause of steep grades, wet weather springs, soil conditions, exposure to sun and wind washes, etc. There Is one condition, howccr, In which spe cial attention should be given. Clay roads under persistent drugging fre quently become too high In the center. This may be corrected by dragging the earth toward the center of the road twice nnd away from It once. There is no question as to the econo my of tills roadimiklug linplemeut. either In tirst cost or In operation. In hIx counties In Kansas In l'.H)fi the cost uf maintaining ordinary earth roads, without the aid of the spilt log drag, averaged $-l..rU u mile. These figures were furnished hy Professor W. C llnad of the University of Kansas, who secured I hem from oltlcial records of the counties. Some figures furnished by P. I Kau liorn and It. II. Alshton. general mali nger of the Chicago nnd Northwestern railroad, have revealed the wonders of this simple device. Mr. Sanborn na Id: "The least expense per mile p.T annum for split log dragging was $1.50, (he greatest a little over $tl and the average expense per mile for live and n half miles a little over Jf:t 1 have lived along this road all my life, aud never lu forty years have 1 seeu It freer from mud aud dust, despite ttie fact that during the season we have experienced the extremes of weather 'oiullilons." The testimony of Mr. Alshton Is equally strong. Learning that a town ship lu Iowa had been making an In vestigation of the spilt log drag and had been experimenting with it for a year on twenty-eight miles of high way, he seut an ngent to secure I u for mat luu. It was reported that, al though (lie town txtard had paid the ost of making ihe drags and of hir ing men to operate them, the total expense for one year averaged but l'.4o a mile, and the roads were re ported to have been "like a nice truck" the greater portion of the year. Beware of Narrow Tires. Where the soil Is stiff or Ion my pays- to use the split log road drag after it rains and before the ground dries hard. Nine-tenths of the country roads could be made Into splendid thoroughfares hy the proper ersUtent use of the mad drag ami wide tires. Wide tires alone will keep a loamy road In fairly good com I U tun with Just one scraping in the spring to round up the turnpike. Sandy roads are a much more serious problem, but sometimes n surface of clay will soon mix with the Maud to form a hard track, and wide tires will keep It hard and smooth so (he nilnwfiter wilt run off quickly to the sides, hut narrow tires will ruin such n road surface quickly by cutting ruts to hold water. It would Ih ditit cult to Invent a worse Implement nf destruction, especially on roads that arc Inclined to Ik windy. Good Road Agitator. Women have been found to be active workers lu the matter of agitating gied road movements. They not only ork to get hard rwtds. but adopt measures to preserve the nut 11 ml Utili ty of public highways. Within the last few mouths the Tuesday club of St. Charles, ill., planted 33 ornamen tal trees along tA miles of the Fox river nrnd. Not long sine the Kane county women, who are auto enthu siasts, raised over fUVO by selling loon. aud It all went to the Improve ment and preservation of natural fea tures of the finest auto drives In Illi nois.
