A stupendous swindle of the govern ment postoflice was revealed today up on the discovery that thousands ol dollars worth of cancelled stumps were cleaned and sold throughout Russia. The heavy rains of the past lew days have worked incalculable good in nil but extinguishing the forest lires that have for weeks been ruling in the Cowhlnin district and theme toward the heart of Vancouver Island. Eleven per sons are known to be dead and many others are believed to have perished In the town of Folsom,. New Mexico, which was Inuuduted by a cloudburst today. Details are' hard to obtain, owning to the fact that the town is situated in the mountainous district. One dispatch says the entire town was swept by the torrent ot water and that many houses were carried away. Parties are now' searching for the dead. . , Klilp Sinks In Typhoon. SAN FKANCiSCO, Aug. 28.
