C. Kelsey aud the city council, which met in spe cial session. Unable, after diligent efforts, to receive an offer greater than 85 cents on the dollar for hit tity warrants, which he is tendered iu payment for his work, Mr. Kel sey nutilled the council that unlest iie could realize on his warrants at their face value, he would at onct iu spend all engineering work on tlu 153 blocks of streets outside of the paving urea of 18 blocks and 30 abutting blocks, which are embruced in a separate contract. Air. Kelsey also demanded that the bills con tracted for the engineering ot thit separate area of 153 blocks be m longer held up from mouth to mouth but that they be paid as regular)., presented. After a controversy, last ing for half an hour or more, din ing which it was shown that Mr. Kel iey, himself, had not acted enllrel fair ' with the city, .Mayor Hoovei and Councilman Micetli brought tin iiiatter to a satisfactory close by as iuriug Mr. Kelsey that the bilb would be met promptly and thai Lhey, themselves, as a matter of ac Tommodation, would buy his war rants. In connection with Ills demands Mr. .Kelsey informed tho council that he suspended all work on this batch of 153 blocks three weeks ago. lecidiug that he would proceed ni: urther until he could reach a better jnderstanding with the cily. Tho council criticised Mr. Kelsey for suspending work without giving notice of such action. To this .Mr. Kelsey responded that the council should have met the bills Incurred by the work promptly ach month, as It agreed to do. instead of holding them up, as they had done for the past two months. The contract takeu by Mr. Kelsej for the engineering of the survey and making of profiles for the ir3 blocks is largely a matter of accom modation to the city. All of the surveying and drafting is to he paid for by .the city, and It) per cent ol the grand total goes to Mr. Kelsey for superintending the work. It it estimated that tiro total cost will be about $S0(3. This will allow Mr. Kelsey the comparatively Insignifi cant sum of $st). If be had to pa this J SOU himself and take a cit warrant in reimbursement which he could sell on no better terms than a discount of 15 per cent, as offered recently, he would be out of pocket per cent. Quite naturally ho ob jected to accommodating the city ind then paying $ 10 out of his own pocket besides. This controversy does not Involve the proposed paving district or the Deer Creek bridge In nny way. In closing the controversy with the council, Mr. Kelsey promised to esume work immediately and to 'orwnrd tho profiles for the extra blocks nnd the plans for the Peei Oeek bridge just as soon as com deled, lie estimated that tho street work would require about foul veeks time.
