MACIIINK WINS IX U'lilSCO.
SAN FRANCISCO, Aug. 12. The
defeat of the Lincolii-llouneveH 1
ticket at yesterday's primaries is at-,
tributed to the "bungling" of t lit j
graft cases and the repeated effort
of the graft prosecution to reach al
leged hinher-ups nttalnut whom il
had no direct evidence. It becamt
self-evident Monday that the primar
ies would bring out a strong vote for
the regular republican and deme
nt le organizations, the voters claim
iug that l he failure to prosecutt
boodle supervisors and Uuef and I
Schniltz on regular lines without up-1
il Icat Ion of immunity baths has
made it Impossible to convict any
of tho grafters.
The entire absence of the in flu-'
enee of Ituef and Schmitz in yester-
lay's happenings was noticeable. It
is not generally known, but is a fact
nevertheless, that the two arch graft
ers are out of the political game foi
all time. The anti-Spreckels fac
tions charged that in aiming it
blows nt regulars, the Spreckels men
;iud newspapers had ran rough shod
over men of good standing, and hud
branded many of those as corrup-
ionists and machine men; men who
had never been known to be connect
ed with crooked political deals.
There is no denying that Francis
I. lleney has lost caste here. The
city Is tired of aimless, long drawn
out controversies, nnd the voters said
so at the polls to the tune of nlmosi
three to one vote. Heney has beer
criticised for "indiscriminately
harging men of good standing witl'
onnivance with the grafters." Thi
'vidence introduced against those
charged is alleged to have been ol
'he "flimsiest character." "Indis
criminate use of the power of court,"
and "uncalled for abuse in an appar
ent effort to involve some one in the
higher up class" turned the tide. The
irnft prosecution failed, and did se
because it did not go to the root
of the evil when it had the rotten of
ficials in its grasp and could have
sent them to the penitentiary.
The people say that n vindictive
motive was behind the freeing of the
Gallaghers, Lnnergans and tho two
big bosses. Tho graft prosecutior
let the thieves slip through Its lin
gers in an endeavor to reach mer
against whom It is believed its mem
hers bad grievances. San Francisco
and California saw the hopelessnesh
of the tangle, and put the foot down
hard.
This is the situation today, as tlu
voters express it on the si reef cor
ners nnd in hotel lobbies and busi
ness oflices.

the 1 DO nominations the republican
party will make in California for the

SOLD CITY WARRANTS AT 85
Received Two Offers la Council lor His
Warrants, However, and Will
Hurry Work
Depreciation in tho value of City
of Hose burg warrants, this fur the
iirst time iu fifteen years, brought
about a clush .Wednesday evening
between Engineer F. C. Kelsey aud
the city council, which met in spe
cial session. Unable, after diligent
efforts, to receive an offer greater
than 85 cents on the dollar for hit
tity warrants, which he is tendered
iu payment for his work, Mr. Kel
sey nutilled the council that unlest
iie could realize on his warrants at
their face value, he would at onct
iu spend all engineering work on tlu
153 blocks of streets outside of the
paving urea of 18 blocks and 30
abutting blocks, which are embruced
in a separate contract. Air. Kelsey
also demanded that the bills con
tracted for the engineering ot thit
separate area of 153 blocks be m
longer held up from mouth to mouth
but that they be paid as regular).,
presented. After a controversy, last
ing for half an hour or more, din
ing which it was shown that Mr. Kel
iey, himself, had not acted enllrel
fair ' with the city, .Mayor Hoovei
and Councilman Micetli brought tin
iiiatter to a satisfactory close by as
iuriug Mr. Kelsey that the bilb
would be met promptly and thai
Lhey, themselves, as a matter of ac
Tommodation, would buy his war
rants. In connection with Ills demands
Mr. .Kelsey informed tho council
that he suspended all work on this
batch of 153 blocks three weeks ago.
lecidiug that he would proceed ni:
urther until he could reach a better
jnderstanding with the cily. This
iceounts for the failure of the city
ou net I to receive profiles, which
iroporty owners have asked for re
peatedly in order that they might
law new sidewalks uud make ot het
Improvements in conformity with
the survey. Tho council criticised
Mr. Kelsey for suspending work
without giving notice of such action.
To this .Mr. Kelsey responded that
the council should have met the
bills Incurred by the work promptly

instead of holding them up, as they
had done for the past two months.
The council contended, however.
that It was justified iu refusing to

pay the bills because the profiles had
not been received to evidence tlu
work.
The contract takeu by Mr. Kelsej
for the engineering of the survey
and making of profiles for the ir3
blocks is largely a matter of accom
modation to the city. All of the
surveying and drafting is to he paid
for by .the city, and It) per cent ol
the grand total goes to Mr. Kelsey
for superintending the work. It it
estimated that tiro total cost will be
about $S0(3. This will allow Mr.
Kelsey the comparatively Insignifi
cant sum of $st). If be had to pa
this J SOU himself and take a cit
warrant in reimbursement which he
could sell on no better terms than a
discount of 15 per cent, as offered
recently, he would be out of pocket
per cent. Quite naturally ho ob
jected to accommodating the city
ind then paying $ 10 out of his own
pocket besides.
This controversy does not Involve
the proposed paving district or the
Deer Creek bridge In nny way. On
that part of his work, Mr. Kelsey hat
already been paid two installments,
iggrcgntlug u little over $1100
However, he said he sold his citv
warrants for that amount nt ST
:ents ou tho dollar. Mayor Hoovei
informed Mr. Kelsey that If he would
liavo held his warrants until next
March tho city would have called
:heni In at their face vnluo and paid
htm the regular Interest nt 6 pel
ent besides. To this Mr. Kelsey re
piled that ho had engineering work
n ten different cities aud had to
keep his money In circulation.
In closing the controversy with
the council, Mr. Kelsey promised to
esume work immediately and to
'orwnrd tho profiles for the extra
blocks nnd the plans for the Peei
Oeek bridge just as soon as com
deled, lie estimated that tho street
work would require about foul
veeks time.
The prevailing decrease in the vnl
ic of city warrants is n hard thing
o understand, unless due to a scar
ity of money. For 1 i years proviom
o last February, when the city wa
housands of dollars in debt war
ants never sold below their face
.'alue and not long ago lhey bronchi
i premium of two per cent. War
Tinto, such as given to Kelsey, art
Irawn on the general fund of the
ity aud not on a special fund creat
ed by hazardous assessmenls. Next
March tho city will have on bane
from occupation and property tax
about Jllt.lMM). This sum will Ix
sufficient to meet not only nil Ih
current Indebtedness which will
have been created by that time. In
eluding Mr. Kelsey's warrants, but
all running expenses of the city for
the remainder of Iho year. In view
of this fact tlm depdeclntlon In Ihc
value of warrants drawn on fhe gen
oral fund is nn undeserved reflection
upon the credit of the cily. A
these fneln will now bo generally un
derstood It Is more than likely thai
the city warrants will go nt par here
after.

Judge Wmmcott returned this
morning from Portland, where ln
attended the good roads convention.
Wednesday was occupied with A trio
by automobiles to the big county
rock crusher at Kelly's Hutto, wher-i
r county aud city prisoners were nt
work. Several of tho roads in Mult
nomah county were inspected by the
party and some valuable points in
practical road building were brough'.
lo notice. Tho surface of some of
hose roads are oiled nnd nrc thus
kept smooth and dust less. Hood road
building is by no menus nil Intricate
natter. Of first Importance is the
establishment of n good grade .nnd
?ood drainage. A good foundntlon
is of next importance, then a surfac-
ng with crushed rock, well pressed
into plnce by ti heavy roller will
unite n road that will bear heavy
raffle for n Mng time with a mini
mi m of repairs. In fact those re
pairs will be mainly to see that the
Iralnage does not become obstructed
ind to look after any ruts In the
ond surface ns soon ns they nppear.
Midge W onncott expects to help pusn
he matter of good roads building In
his counly In a more systematic
uanner than ever from now on. He
'avors the idea suggested In Wed-
lesday's llevlew of having all the
llstrlct road supervisors In tho conn

effort to forward the building of
