Vial, at Winchester WOOND' NOT A SERIOUS ONE While Intoxicated, Vial Quarreled Willi ' His Wife and Mrs. Dmnble. ton Interfered. Mrs. Louis G. Dumbleton, wife of a prominent citizen of Winchester, 'five miles north of Roseburg, was shot and severely wounded at her home at that place, shortly before noon today, by Leon G. Vial, son-in-law of Fred J. Blakel'ey, the well known capitalist of this city. The shootiDg followed a quarrel between Vial and his wife at the Dumbleton home and the inter vention of Mrs. Dumbleton by ordering Vial from the house- A 33-calibre Smith & Wesson revolver was the weapon used by Vial. He fired one shot at Mrs. Dumbleton, the bullet entered the left part of the abdomen and made its exit toward tbo back, just above the left hip bone. Vial is now in the county jail at Roseburg, await ing developments. Mrs. Vial had been residing at the Dumbleton home for a week, baying left her husband at Oakland because, as alleged, he abused her. This morn ing Vial appeared at the Dumbleton home, accompanied by Wm. Leather wood and Win. Nolta, of Wilbur, he being somewhat intoxicated. He had invited his two companions to dinner, telling them he lived there, which he formerly did. What fol lowed is best learned from the story of Leatherwood, as told to a Review re porter who reachtd the scene about an hour after the affair occurred. Vial and Leatherwood wont directly Into the house while Nolta remained outside talking to Mr. Dumbleton, who was at work in the yard. While Leatherwood and Mrs. Dumbleton were seatfd in the sitting room, Vial was holdlug a conversation with his wife in the parioradjolning. Suddenly Mrs. Vial was heard to scream for Mrs. Dumbleton, and the latter quickly arose, went to the parlor door and opened It, being followed by Leather wood. As she did so, Mrs. Vial rushed by with a territied look on her face, indicating that an unpleasant scene had taken place. Mrs. Dumble ton at once ordered Vial from the house. His response was an oath and the shot which wounded Mrs. Dum bleton. Leatherwood immediately sprang forward and grappled with Vial. In the struggle, Vial let the revolver fall from his grasp and Leath wood forced him out of the door. Both men then hastened from the house, Vial going to the section bimk house and giving himself up, whilo Leather wood alarmed the neighbors. Vial, Leatherwood and Nolta were brought to town this afternosn by Sheriff Mc Olallen and Deputy Sheriff Bogard. When asked for a statement Vial answered, with a druDken leer on his face, that he had nothing to say. Dr. Geo. E. Houck, of this city, at tended Mrs. Dumbleton.' While her injury is very painful, Dr. Houck does not anticipate any serious conse quences, his present belief being that the bullet did not enter the internal cavity, although its entrance and exit were several inches apart. Mr. and Mrs. Cyrus Smith, parents of Mrs. Dumbleton, were called to her bedside this afternoon from their home near Groen's Station. An Editor's Opinion of the Royal Gorge. Sixty dead bodies, burned and mutilated be yond any effort of Identification, pos sibly 40 or more charred corpses in t'..j uncovered ruins, and a list of In jured already upward of 50, constituted the record this afternoon of a boiler explosion, followed by fire, this morn ing, at the shoe factory of the R. B. Grover Company, at Campello, a part of this city. An official of the company announced at this hour that the dead may number 100 or more, but the total loss of life and the number of those on the injury list will necessarily remain a matter of mere surmise for some hours. At the hour stated the rescuers were almost at the center of the ruins. At that hour 250 of the 400 listed employes had been accounted for. In all eight buildings were burned, including the factory, a business block and an old hotel building occupied by stores and tenements, and the .finan cial loss'is estimated at $200,000. ' , The greatest difficulty was experi enced in ascertaining the number of dead and wounded, owing to the fact that an ell of the factory in which some company hands were at work was almost completely wrecked, and many of the men and women had no chance of escape. French warships have been ordered post huste to Venezuela to act in accord with the instructions of the French Minister. The warships are now In the Carribbean Sea. The Dutch government has lodged a very serious complaint with President Castro against the treatment of its citizens, and it may join with France in coercive measures. Min ister Bowen has Informed the State Department that the French Minister at Caracas, by ' Instructions of his government, has notified the Vene zuelan government that there must be no further proceedings on its part to ward the cancellation of the company's franchise or interference with Its prop erty. Further, Mr. Bowen reports that two Wants Exclusive Liquor Privileges in ' Los Angeles. Los Angeles, Cal., March 0. A syndicate of Los Angeles capitalists has made in good faith a proposition to the city attorney and board of police commissioners to have the present 200 liquor licenses revoked, and Instead 60 or 75 licenses issued to the company. The members would place their saloons in charge of competent persons, under such regulations as do not now exist in any American city. Treating would be considered a misdemeanor. Coffee and soft drinks would be served, as well as intoxicants, and a forfeit would be paid for every drink sold to an Intoxi cated person, The drinking places would be made attractive and the prices uniform. But for the fact that this proposition is seriously backed by a number of men of wealth, it would bo takou as a joke. As a result of the horrible explosion in the Rush Run and Red Ash mines, near Thurmond, last night, 24 men now lie dead In the two mines. Ten of those were killed In theexplo sion Saturday night, and the other 14 were a rescuing party, wtio entered the mine this morning to take from the mines the bodies of their fellow-workmen. The latter were killed by a sec ond explosion and the afterdamp. To day's advices say that Gen. Llniovltch has established bis headquarters at Chen Chianatsu crossing on the Sungarl river, and from there is dlrocting the retreat of his three armies. He allowed tho men to rest on the 20th. A dispatch from Harbin says Gen. Linievitch is making drastic changes in his subordinate commands and en tirely reorganizing bis general staff. LATE ESTIMATE OP LOSSES. Tokio, March 21. The Japanese losses at the battle of Mukden are now estimated at 50,000 men. A revised es timate of the Russian losses in killed, wounded and prisoners at the battlo of Mukden and up to the ending of the light at Tie Ling places the total at 175,r:j men. It Ib reported in St. Petersburg that Russian soldiers are deserting Ito' the-! Japanese army by the thousands. ' A Good Roads Convention'. Quants Pass, Or., March 20.-TbeJ Southorn Oregon district coiivortttori I of the Oregon Good Roads Association convened in Grants Pass early this afternoon, and will continue till to morrow night. There Is a large at tendance of delegates and members from all sections of the state, and the convention promises to be the most successful ever held in the history ot the Oregon Good Roads Association. The first meeting was called to order at the Opera House by Judge J. O. Booth, of Josephine. The address of welcome on the part of the Grants Pass Miners' Association was given by President C. L. Mangum, and an ad dress in behalf of Grants Pass and Josephine was given by D. H, Stovall. A response, in which was inculcated the entire plan of work the Good Roads Association has under way, was given by J. II. Scott, County Judge of Marion and president of the Good Roads As sociation. Ex-Governor T. T, Geer also spoko. The Portland Commercial Club Is largely represented, both by members and delegates appointed by that body. The Oregon Development League is also well represented, among those In attendance being E. L. Smith, of Hood. River, prosldcnt of the league. W. E. Coman represents the Southern Pa cific, Dr. Withycombe the Oregon Ag ricultural College, and Professor Hyde the State University. A number of County Judges are ia attendance or expected tomorrow, among them being Judge L. R. Web Bter, of Multnomah; Judge John H. Scott, of Marlon; Judge T. F. Ryan, ol Clackamas; Judge C. J. Troncbard, of Clatsop; Judge M. D. Thompson, of Douglas; Judge G. W. Dunn, of Jack son, and Judge B. Daly, of Lake County. Judge Daly has made a 200 mile stage ride In ordor to get here. Alti any, Or., March 20. Dunn and Crossly, the Lebanon bank ' robbers, were today sentenced to serve five years In tho penitentiary. They will be sent to Sulem tonight.
