For 20 years the republican party in fC'alifornia has belonged to the Southern Paciiic railroad. In the early part of that period it was sometimes possible lor an independent republican to get an of Hue in the remoter parts of the state, but there is one region In which the party organization has been con sistently run as a part of the railroad's ofterating department. This is the third congressional district, containing the great terminals and shops at Oak land and the vast grain warehouses at Port Costa. Any republican oilice holder in this district is as much a Southern Pacific agent as a conductor -on the rood. Mr. Victor H. Metca'if, of Oakland, has represented this Southern Pacific headquarters in congress for three terms. In the recent cabinet shift at Washington ho was placed in charge of the department ol commerce and labor, vice Mr. C'ortelyou, promoted to the position of party fat-frier-in-chief. The creation of the department of commerce and labor was our first seri ous attempt at the sympathetic national regulation of corporations. The lw establishing the department provided for a bureau of corporations, with power to make under the direction and con trol of the secretary of commerce and labor "diligent Investigation into the organization, conduct and management of the buslnessof any corporation, joint Block company or corporate combina tion engaged in commerce among the several states und with foreign nations, excepting common carriers subject to the intcrstuto commerce act, and to gather such Information and data as will enable the president of the United States to make recommendations to congress for the regulation of such commerco." To enable him to perform these du ties the commissioner of corporations is to "have And exercise the same power and authority in respect to corporations, joint-stock companies and combinations subject to the provisions herein as Is conferred on tho Interstate commerce comniiKsion In respect to common car Tiers, so far as appllcuble,'' In the first yoar's work of the bureau of corporations It Investigated, among other things The general subject of interstate com merce and tho powers of the federal government In relation thereto. The. corporation laws of the various states and territories. The method of taxing ctirjwrations in rarh ftt-nin nnd decisions relating to the taxation of interstate commerce. The effect of Industrial combinations upon the prices of thccommoditiessold by such combinations, the effect of tar iff duties upon the prices of commodi ties subject to such duties, and the rea sons for the difference, If any exists, between the domestic and foreign -rices of commodities manufactured by ne protected industrial combinations of the country. This Is the work that President Roosevelt has intrusted to a representa tive of a notorious corporation whose very cxlstance Is as flagrant a defiance of law asthe organization of the North ern Securities company. Is Mr. Me tea If qualified to execute in its spirit a law imposing such obliga tions? Is not his selection for such a responsibility as gross an impropriety as the transfer of Mr. Cortelyou from the work of investigating corporations to that of extracting their fat, or that of Mr. Knox from the task of prosecuting lawbreaklng combinations to that of representing the Pennsylvania rail road in the senate?
