Tlio CongroHS held Just before the choice of a president has not usually been very constructive. There is loo much desire to make political capital. The time would be very largely tuken up by spee ches, which the members wero anx ious to have frunked to their con stituents. Politicians am afruld of getting cuuiiht on the wrong nidc: anil offending some aggressive body of voters. So they have hud a way of dodging many questions, and postponing and pigeonholing them. This was particularly true of the period from about 18X0 to iriuu, when the politicians spent tlielr time Inrgely In debating old and Ihread Imro issues. They set up men of straw and knocked them down nguln with great gusto. It was a period of contention over guperllclal Issues. A great dual or energy had to be devoled to combating eccen tric crazes that swept over the country from t'lniu to tlmo. Few great constructive acts wore passed. Most of tlio economic problems of the 10th century went over to the 20th unsolved. The last dozen years have Bhown a new spirit in politics. It Is a time of unsettle lnont and change. The people nie not satisfied with the old ruts and the living conditions of the past. They demand efliclency, business methods, social Justlre, constructive work. They are sick of Iho ob structive political tactics anil would rather seo some mlstalu'S made than to have nothing done. The lesson of nil tills for Con gress Is that partisan feeling must bo relegated to the background. Each parly must form its construct ive projects of legislation lo nieel existing conditions. No parly can get anywhere on a hauls of mere criticism. It can win favor only on a basis of things done, of new social Institutions created, of old pystolus 'of government and busi ness placed on a new footing to meet these changing times. If there is not much demand for u particular cut of mual which has good food value, it Is proposed to educate, ll.e public up to using It. This Is such u sensible Idea, that It is a wonder It wub never tried before. When incut be gun to udvanco some years ago, the govoi'iinuuit and authorities on household economy begun to urge tho people to use the cheaper cuts. The newspapers printed a greal deal of stuff showing how tlio.-e less ex pensive meats could be made appet ising. Hut many people complained thai when they went lo their mar kets, they could not llnd these cheaper cuts on sale. Apparently a good many provision dealers, not llnding much demand for tbein. would lake no pains lo have tliem In stock. Mince meat has been so very high, people have had to con alder Its cost more carelully. The iiho of the cheaper cuts has been popularized lo a lar'-o extent. Still there are many people of quite small Incomes, who persist lu having the most expensive pornon. me., can't seem to realize that I lie skil led cook can make the other sec lions very palatable.
