Tlio CongroHS held Just before
the choice of a president has not
usually been very constructive.
There is loo much desire to make
political capital. The time would
be very largely tuken up by spee
ches, which the members wero anx
ious to have frunked to their con
stituents. Politicians am afruld of
getting cuuiiht on the wrong nidc:
anil offending some aggressive body
of voters. So they have hud a way
of dodging many questions, and
postponing and pigeonholing them.
This was particularly true of the

straw and knocked them down

period of contention over guperllclal

to be devoled to combating eccen

Most of tlio economic problems of
the 10th century went over to the
20th unsolved. The last dozen
years have Bhown a new spirit in
politics. It Is a time of unsettle
lnont and change. The people nie
not satisfied with the old ruts and
the living conditions of the past.
They demand efliclency, business
methods, social Justlre, constructive
work. They are sick of Iho ob
structive political tactics anil would
rather seo some mlstalu'S made than
to have nothing done.
The lesson of nil tills for Con
gress Is that partisan feeling must
bo relegated to the background.
Each parly must form its construct
ive projects of legislation lo nieel
existing conditions. No parly can
get anywhere on a hauls of mere
criticism. It can win favor only
on a basis of things done, of new
social Institutions created, of old
pystolus 'of government and busi
ness placed on a new footing to
meet these changing times.
