REDUCING. FOOD COSTS. Another respect In which the busi ness of food production couia oe made more efficient, !s In the better training of the food producers. factory production, a foreman would probably feel it needful to inspect the work of the average operative nearly every day. Food production Is made up of processes far more complicated and various than the average factory job. A wide range of technical science is needed efficient work. The average farmer does not probably know his job- as thoroughly as the average iactory oDerative knows his processes, un der the system of Individual owner- shin of small farms, there is no sucn provision for training the farmer as exists in factory production. - it true that a few years ago a beginning was made at popularizing scientific agriculture, by the system of structlon by the county farm bure aus. These organizations are having marvelous success. But - while the average factory worker is watched and trained every day of nis- lire, the average farmer does not usually get help from any scientific authority more than a few times a yean He reads agricultural papers, which are usually good. But the information given is sometimes conflicting, and it Is easy to apply It to his own pro blem. He may attend a few farm in stitutes a year, see a few demonstra tions each year by the county farm agent and others. But it is a safe statement that he does not get twentieth part as much training In the art of scientific production as the factory worker gets in the science of his trade. Splendid helps are now offered by agricultural colleges and schools. Most of them run winter courses that give a lot of informa tion. But the farmers have been far too slow to take advantage their opportunities for ' technical training. " -mMm THE TAXATION" PROBIiEM. The American people are eagerly looking to see a reduction of (he costs of running the- government. But it is not going to be an easy thing to get back to the old rates of taxation. The United States govern ment has a great war debt. There will be a demand tor better military preparation. The producers of this country need direct shipping connec tions with the continents where they are selling their goods. As the cost of living goes up, it will be neces sary to pay higher salaries to gov ernment . employes. Parallel condi tions prevail in the local and state governments. Already vast - sums have been appropriated for good roads. The farmers not reached by any hard road will demand' their sli are. There is an Insistent demand for better schools. The people are . not going to be satisfied to see their young people quit their studies at 14 and 16 years of age, beginning life only half trained for citizenship and Industry. 'The people will want technical schools, for better mechan ical and agricultural work. Every department of municipal, state, and national government will cost more, All this means much higher taxes, unless nubile work Is brought to basis of business efficiency. The peo ple will not tolerate expom'ltures for fads and fancies and frills. But they do want solid results. They wlU insists that the politicians cut out partisanship, favoritism, and machine methods and gum shoe stuff. If a politician Is not qualified to help run government like a successful business enterprise, it Is time for him to got out. What le wanted is not smooth talkers who can make black look like white. The recent bill passed' by congress, over which there has been quite a lot oi contu sion, nrovides that a soldier shall be permitted to keep this uniform and equipment which he is allowed to take away from cauio where he re ceives his discharge. The order al lowing men to keep their uniforms was embodied in the same bill which authorized a 860 bonus on receipt of the discharge papers and record of service.
