This bulletin ex pressly forbids tho publication of ar rlvul or departure of all merchant men in tho "Atlantic, Trans-Atlnntlc or war zone trade," and such move ment of shipping "must remain scrupulously safeguarded, directly and indirectly. No hint of then names, routes, times of departure, destinations or cargoes is permis sible." And yet congress positively refused to grant any such power cith er to the president or to any board or boards that might bo created, estab lished or named.
