Nothing in rncont months has created as much surprise a the Iden tical notes sent by President Wilson to the different nations now engaged In the conflict in Europe. The stir rise is all the more complete, as ft follows closely on tho tentative peace propowi! made by the Gorman kaiser, Tir.d transmitted throiitfht the aid of or diplomatic cbunnels to the other belligerents. Through Che secre tary of state, the pretddeut makes 'II clear that neither the recent propos al of the l:r.Is r or the speech of the , JSngllnh prime, minister, has iony thlng to do with its promulgation,! but that, it has been under way and I condidri'Jon for some time. Throughout tho note, ami between "tho r"",f can be read the growing impatience nf (hat portion of the world ulill neutral, and particularly In our own country as representing tho largest and most powerful 4f them, at the continuance of this tcrrihlo struggle, and while no ten der Is made to art nn mediator, the" inference Is left that it Is time for a halt to ho called. The frank admis sion of tho recretary of state that -we &re "drawing nearer to tho verge of war" und that "the situation i:l 1ieconing intolerable," places a new .aspect on conditions nnd one of which no hint was given up to now, nd this being the case, it is tho It was such passing events as oc curred in the office of the county Judge this morning, that adds to the pleasures of life and cements the bunds of friendship, it wub the oc casion of presenting a murk of es teem to a retiring official by all the other officials, chiefs and subordin ates, with whom he has been In close contact for a number of years, the recipient bing Harry E. Plukston, who has been an able, honest and competent commissioner of Douglus county during the past four years, and who declined the endorsement of the voters and his party for another term. During his Incumbency of this important office, Mr. PInkston has not been a mere figurehead, for his capacity tur hard work, his sagacity in business matters and his progres sive conception of the needs of the people of his county, have been of inestimable worth to his fellow of ficials, and much of the splendid con structive advancement of the county is due to suggestions and initiation i his part. Ills many friends throughout the county, regardless of political affiliation, sincerely trust that the beautiful and expensive cane presented him today may not be needed for many years to come, to support the infirmities which come with old ago, and that ft will ever be a reminder of the kindly feeling to ward him of the many donors. In your exhuberance and Joyous ness over the charity dispensed at this special season of the year, do not crowd all your efforts In the space of one day, remember there Is want and hunger and sorrow In the days following, where some of the surplus or duplication of today will be appreciated. There are eviduntly too many present and prospective owners of aulos among the members of the Douglas County Taxpuyura League, to be caught in the neat little snare prepared by Hob Smith, in which a tax of one dollar was to be as:ici:soti on each horsepower used in the ma chine. When the resolution was in troduced so as to get the opinion of the meeting on It, the verdict was a unaivimoim refusal to go on record as being in favor of the move. Some other means will have to be invent ed to help keep down the taxes of the big timber barons. II might ha well to Issue the usual warning again about tho reckless use of lighted tapers nnd caudles on the highly inflammable Christmas trees. Tor it may be the means of prevent ing a tragedy which would turn the joyous occasion into one of gloom and sorrow. A tittle extra care, a trifle jintore caution will cost but small effort, hut It may save both life and property. ! i j 'I'Vifii. if Vr J C.L.
