Ac cording to Mrs. Skefflngton, her hus band was taken prisoner when at the risk of his own life he weut to the rescue of a wounded ofifcer outside of Dublin castle. Within a short tlmo the Department of Labor agents by cooperation with the Department of Commerce, placed at the disposal of the captain a sufficient chow of able seamen. Frequently the de partment has found captains of ves sels lacking In dilligence In their efforts to live up to the requirements of the law, and such captains nro under the suspicions eyes of watch ful agents of tho department, the Secretary said. In ono instance at Jacksonville, Fla., whore a ship cap tain telegraphed the Department that he was unable to find register ed seamen, It wns shown that there were a number of such seamen avail able. The Captain escaped with a "calling" and a warning against a repetition of the offense. "The law is working out to good advan tage of both employers jajul Isoa- ment," the Secretary said.
