To those Interests opposed to com petitive bidding we will throw about them the mantle of charity and miy that they know not whereof they speak. CITY lKINTI(J TO THE LOWEST DIDDER Since The NVwn advocated several weeks ago that city printing be let to the lowest bidder (hero has been much pressure brought to bear from certuln sources to IiuhIi the mntter up and defeat the plan. Hut pub lie sentiment was too strong, the councilmen themuelves wanted It and as a result lant Monday night the council ndofited a reflation provld lug that bids be submitted and thai the city printing be lot to the lowest bid dor.v The News takes some credit for having brought about the ado tlon of this resolution. Now those same Interests which tried to block the adoption of the resolution are trying to make It up- pear that lotting the city printing to the lowest bidder will destroy the city's financial stundlng. It watt said on the street and whispered hero and thero that If tho city persisted in soliciting bids for city printing ll would have to submit to bids the contemplated purchase of all other supplies; and that this would drive the city onto an "emergency basis, whatever that Is, and that Ilnully not a foot of street paving or other Im provements could bo made for prob ably the next two years. At the behest of those Interests In our city whose chief Interest In fair Itosehtirg Is to make money and line their pockets with gold not ac tually earned the above reasons were advanced for objecting to letting city printing to the lowest bidder . The henchmen of these Interests have been busy yesterday and today trying to work up a false argument agaliiHt the position taken by this paper in connection with public printing These arguments uro so weak. s hike warm In effect, ho Insensible In reason that a six year old school hoy would be ashamed to acknowledge their uuthorship! It Is one of the fundamental laws of business that a saving In tho pur chaso of supplies means ell her an In crease In prollt to the buyer or a sav ing to the next purchaser. The mer chant, who sells a standard article for 25 cents; let us say makes a profit of 6 cents on the transaction But if he buys the same article for 17 cents ho makes a larger prollt or 8 cents on tho selling price of ur. cents. Or if lie inres to give hli customers the benefit of bis saving In can sell the article at 2:1 cents and still make bis prollt of 6 cents on the deal. This Is so well known In business that It really does not need explana tlon. A city is a Ini si liens organi zation, or at least it should be. Sono rities are not. Some Hiles are run for tho personal giiln or those who sit behind the scenes and plunder tlx people and taxpayers We are sure that the council of this city realize that Hoseburg's business should be conducted lu an orderly and business like manner. If only $iiiihi ti month can hi saved to the tupaei on city printing that mean a suv Ing of 1 120.00 a year and will pay tho Interest for a year on IH.ouu on of the city's outstanding win-runts But more can tie saved and more will be saved. The bill for city print , Ing for the month of IVbruary war Within ten or tw.'lvo dollars of $400.00, This was not out of pro portion In space I not price t with oth er months. The cit's printing hills for advertising sewer and Improve ment notices tc, will run Il'.umi, dm or more per year The NVwh t tiink the price paid per hue is do much The city can save iihhkm v It-Hint the contract for printing to (he lowest bidder. The Xe does not care one jot or tittle which paper gets the contract. In fact this paper has nev er depended for Its living upon the money received at the public trough It will put In a bid consistent with tlx cost of setting up the type. etc.. ami allow a business profit for itself. The NiMH has gained Us popularity In this county through rourtous busi ness methods and expects to maintain Its record In the future. The time Is at hand when all J county printing ss well u city print ing should be lot to the lowest bid-1 der. The taxpayers will appreciate! Tho newspaper game appeals to us. Wlille we aren't as old at It us Home others we have been able to have a pretty good time while cutting our eye teeth on the ropes. Kdltor News: A copy of yester day's Koseburg Review accidentally came into my hands this morning, containing the terrible prophecy of the evils ubout to befall ua, because the city council baa adopted a busi ness method of handling Its print ing. If I was the editor of the Re view I would welcome the opportun ity to Bubmit bids for the work, and endeavor to get the business strict ly on my merits, and forever remove any ground for suspicion that rela tionship rather than merit secured the city printing. And I certainly would be diplomatic enough not to let out the howl the Review editor did, however much It hurt. Just why the culling for bids on printing Is going to eventually ruin Roseburg I cannot see, and I wish you would explain the connection between cer tain destruction and city printing. I am convinced The News Is a fearful and wonderful Institution, If the ar ticle appearing In the Review Is true, and hope the "flggerhead" and hi backers will not yet crush out our He's All Right who, before going on a Journey, sees to It thnt lie has a good supply of well laundered linen.
