Summary: Wasco County SWCD, in par tnership with R o o t O rc h a rd s i n M o s i e r, O r e g o n , intends to drill a deep-water sup- ply well to address water supply needs in the Mosier com- m u n i t y. Th e R o o t well will be drilled t o a p p ro x i m a t e l y 1,700 feet deep with a sealing depth of approximately 1,300 feet. It is anticipat- ed the well will be completed in the lowest aquifer in the Frenchman Springs basalt, or the up- per most aquifer of the Grande Ronde basalt. Groundwa- ter from the upper (Pomona and Priest Rapids) Columbia River Basalt Group aquifers is the pri- mary source of water for domestic, mu- nicipal and irrigation uses in the Mosier area. The proposed deep irrigation sup- ply well to be drilled will be used to re- place a significant portion of irrigation pumping within the u p p e r a q u i f e rs i n t h e w a t e rs h e d t o remove a significant amount of demand on the upper aqui- fers and increase groundwater supply to Mosier Creek. The estimated project cost is $906,910. 75% of the project costs up to $671,724 will be reimbursed by Oregon Water Re- sources Department (OWRD) through their Water Project Grants and Loans p ro g ra m ; h o w e v - er, loan funding is needed to facilitate project implementa- tion. Wasco SWCD intends to secure a long-term (30 year), 1. 27 % - f i x e d ra t e loan in the amount of $300,000 from the Oregon Department o f E n v i ro n m e n t a l Quality Clean Wa- ter State Revolv- ing Fund loan pro- gram. Repayment schedule: an inter- est-only payment within six months after the estimated Project Completion Date and thereafter semi-annual pay- ments of principal and interest.
