In addi- tion, the aging buildings have significant backlog mainte- nance needs and do not meet current codes for accessibil- ity and energy conservation, especially insulation, heating, and lighting.” City of Sisters Community Development Director Patrick Davenport told The Nugget that a change in use on the property requires an extensive land-use process. “They (USFS) got a com- prehensive plan text amend- ment that showed three options out there — in a very general sense,” Davenport said. Those options include a variety of mixtures of com- mercial, light-industrial, and residential uses. A fourth option would be for the City of Sisters to purchase the property for a park. If a developer were to pur- chase the property, it would require several steps to rezone the property. The first would be to amend the City’s com- prehensive plan map; then the zoning map would have to be amended. “That’s going to be a really big deal,” Davenport said. “That’s going to be very heavily scrutinized when that comes forward.” Davenport noted that if res- idential rezoning is included in a proposal, it would likely provide an opportunity to require affordable housing to be included in the mix. The planner also noted that development of the Forest Service property is not currently included in the City’s water/sewer plans and that a future developer would be expected to shoul- der appropriate costs for that infrastructure. Changes to the zoning of the property would sig- nificantly increase the City’s inventory of developable land. The Nugget Newspaper Crossword By Jacqueline E. The average temperature was 62.4 degrees, which was 1.9 degrees below normal. High temperatures averaged 81.7 degrees, which was 3.4 degrees below normal. The highest was 96 degrees on July 29. Low tempera- tures averaged 43.1 degrees, which was 0.4 degrees below normal. The lowest was 36 degrees, on July 4. On three days, the tem- perature exceeded 90 degrees. Precipitation totaled 0.13 inches during July, which was 0.40 inches below normal. Measurable precipitation —at least .01 inch — was received on three days with the heavi- est, 0.06 inches reported on July 20. Precipitation this year has reached 5.36 inches, which is 2.37 inches below normal. Since October, the water year precipitation at Sisters has been 12.41 inches, which is 0.20 inches below normal.
