A de structive fire was caused by a lamp exploding and destroyed the Nevada house early this morning. Loss 0,500; insurance $4,o00. UESTOBATION OF PUBLIC LANDS. Washington, D. C, Mar. 7. Congressman Hermann appeared to day before the house committee of public lands in favor of bill forfeit ing land grant of Northern Pacific railroad, from Wallula J.unction to Portland. He showed that the 3,500,000 acres would be restored to public domain and settlers greatly relieved. SLIGHT EAKTJI TKEMOIt. San Francisco, Cal. March 7. There was a shock of earthquake here last night. No damago done, but fears are entertaiued of recur ring shocks. This city is located in the valley 30 miles north of Los Angeles. Los Angeles has felt many slight shocks. An earth quake in Octoker 1868 shook down many chimneys and light firewalls. MEXICO THINKS IT WOULD NOT PAY WHISKY SMUGGLING. Ottawa, Can., Mar. 7. Atten tion has been called in parliament to the fact that house smuggling purposes have been built on the boundary line between Canada and the United States. Boweli, minister of customs, Baid his department made efforts to secure co-operation of the United States government in dealing with such resorts. Whisky was frequently stored in those houses on the Canadian side, and on the approach of Canadian olllcers it would bo removed to the United States side where it could not be touched, and vice versa. John Ken nedy was arrested last evening upon a warrant from Recorder Conn's court, charging him with the larceny of $50 from August Vierowe. It ap pears that Mr. Vierowe had been around the city since Monday even ing, when lie came from Portland, and had exhibited his money freely. On Wednesday night he wus about to go to the Chemekete for a bed, when Kennedy told him not to go to that expense; that he (Kennedy) had u good room und bed which he wus willing to share lor the night. Accordingly Vierowe, with 50 in ol(i iu his inside vest pocket accompanied Kennedy to Mrs. Starr's boarding house at the foot of Court street, and went to bed with his new " partner. " When lie arose yesterday morning, the money was gone and he, of course, accuses Kennedy of taking it. The exam ination of the latter commenced ut2 o'clock this afternoon before the re corder, and while the evidence pointed strongly to the accused as the right man, It is not considered sufficiently conclusive to bind him over. Vierowe is an houcst looking German, formerly un engineer of one ot tho Portland boats, but lie filled up on whiskey on this occa sion and hus paid dearly for it. Filings and Appointments. To the lidtlorof tho Capital Jeurnal: Sir: I was opposed to the action of our county court in granting an uppiopriutiou from the treasury of Polk eeunty to aid In building the bridge accross tho Willamette at Salem; not because I thought i an unimportant, or unworthy work, bnt for other reasons, two of which only 1 shall state. In the first place the public hud no right of way where the Polk county end of the bridge wus to be located; and conse quently, tho court hud no jurisdic tion to expend the public funds up on it. And again, I did not think the plan of tho proposed bridge sufficient to stand the strain of the river for a sirgle winter. I expected to see it swept away by the first rihe in the stream. 1 was astonished that tho structure stood as loug as it did; and I begun to suspect that I had not cilculated its strength correctly when tho recent flood came and away it went. It was a better bridge Jhuii I thought it could be. Aut it wus not sufficient. It is gone; and every one feels the loss Is greut, not only to Stilem, and to Marion and Polk counties, but to the whole state. I think nearly everyone will agree that a bridge ought to bo built to re pluco tho one that is gone. But it ought not to be a "cheap-John" af fair. Means enough ought to be employed to make a structure ihut will be ti good bridgo for a hundred years or more, and ouo that will stand any freshet that may come against it. Aud it ought to be a free bridge by ail means. Why should not this mutter bo urged upon tho attention of tl.e legislature? It is an important in ternal improvement, at tho capital, and upon the principal liver of the state; mi improvement that is of at least some interest to the people in every part oi Oregon, even to the i emotes bordersl; and of great im port an co to the Willumetie vullev.
