There is much excitement heie over the proc lamation issued yesterday by Presi dent Harrison regarding restrictions as to the Behrlng sea fisheries. Members of parliament condemn the proclamation. Oneof tlieni said to-day: "Just at this time, when negotiations are going on for a peace ful settlement of Mie matter, tho Is sue of n proclamation looks like a slap iu the face of Canada. No wonder that public indignation is aroused. Wo confess that the Canadian gov ernment could not do auything practically in the .matter. They thoroughly deserve censure for their Iukewarmncss throughout on this question of tho Behrlng sea which is one of most vital importance to Canada."
