Tho first proposes n constitutional amendment ns regards taxation without consent, and the third would abolish the poll tax. They would restore to tho legislature tho power of taxation, nnd If favored by the poeple would iopoal tho consti tutional provision enacted by tho Ini tiative. Four members of the committee reported favorably on tho resolutions, but Fonts brought In u minority re port. Ho frankly admitted that he does not understand tho single tax feature very well, but declared that ho docs believo In homo rule, and thnt every county should have tho right to framo Its own laws If given It by tho people. He wanted taxa tion In the case of wealthy land own ers carried out to a "fare-ye-woll." McKlnnoy Insisted that tho burden of taxation under such a schema would fall largely on tho farmers, "who aro already overburdened with taxation."
