FAVORS PARTY BOSS Bonaparte Would Legalize a . Regular Party Leader HE ADVOCATES UNIQUE IDEA Proposes That ".Boss Be Elected An nually With Power to Choose Party Candidates. In an interview published Saturday Secretary of the Navy Charles Bona parte suggested the establishment of a legalized "boss" in political parties in each of the states and cities, the "boss" t) be empowered to select the candidates for the various elective offices, thereby doing away with nom inating conventions. It is bard, he said, indeed, often im possible to get men who are fit to be come candidates. Unfit candidates can be secured by the bushel. "Now by a legalized boss I mean an iudividnal authorized ou behalf of each party to choose all candidates for that party for eleotive offices within a designated territory. "Of course," every facility should be afforded for making independent nominations, whether within the organized party or without, so all citizens who may dis sent for whatever reason from the regular nominations may be able to vote effectively according to their con victions." The reporter asked whom Mr. Bonaparte would choose bis proposed legalized boss. "He onght to be eleoted annually," said the secretary, "by the legal voters of bis party at a primary held under all the sanctions of law, and at which only this one officer, or rather position, should be fitted. I likewise think it probable tnnt no one of the persons who have been known as 'bosses' siuoe I have known of politic ians would have been eleoted at such a primary. "Perhaps it might bo well to pro vide that the nominator or 'legalized boss I have suggested should be him self disqualified to hold pnblio office, but of this I am not sure. There are certainly two sides to the question." SACK SHORTAGE NEXT YEAR Eastern Washington Farmers are Al ready Alarmed at Prospect- That the sack shortage aud high prices will continue for another year is shown by the following from the Walla Walla Bulletin : Farmers throughout Eastern Wash ington are discussing the matter of an expected grain sack shortage next, year caused by a shortage of jute and are wondering bow the crops will be handled. At the present time the jute mill at the penitentiary is being run about a day aud a half a week, when it should be turning out from 30,000 to 40,000. sacks a day The shortage will, it is expected, seriously bandioap the farmers in the handling of their crops, as they will have to depend on the foreign impor tations of sacks, which are held at such a high figure as to make the question a serious one. The direct cause is said to be a shortage of jute caused by the revolv ing fund of the state institutions, which does not revolve. The fund which is intended to answer the pur pose of payiug the necessary expenses of the various state institutions, is ap propriated by the legislature and the surplus goes back to the state treas ury. It stays there until the legislature meets and appropriates it again for tho revolving fund, when it can be used. Tbe legislature will not meet uutil after the first of tbe year and consequently tbe revolving fund sur plus is now lying idle in tbe state treasury and the supply of jute at tbe prison is running low. Farmers are fearfnl of tbe results next year, as the sack question is one of great importance in this section. The prison made sacks usually sell at from 6 to 7 ceuts each,-while the im ported article cannot be obtained for less than 11 or 12 cents. With tbe present outlook the outside sacks will have to be depended upon to supply tbe needs. Agitation is being made of a propo sition to have the coming legislature to pass a bill makiug tbe revolving fund one that fulfills the functions of its name, eo that a plentiful supply of jute may be kept on hand for use dnr ing the winer months in making sacks and it is probable that an effort will be made to introduce the till this year. Sacks for May delivery are now quoted at 12 cents. MATTERTfiKEN TO DEPARTMENT Umatilla County Court Arraigns In dian Agent in Letter to Hitchcock A Pendleton dispatch says: Charg ing that O. (J. Edwards, agent at tbe Umatilla Indian reservation, has sub jected United States citizens to person al insult and questioning his honesty and integrity, tbe oounty court of Umatilla county has mailed a letter to Seoretary of the Interior Nathan Hitchcook. Because of tbe indignation of the Umatilla connty ranchers at tbe re fusal of the iuterior department to act upon the petition, recently filed with Edwards, for permission to cross the reservation by way of the regular roads, driving stock through these roads, under certain restrictions, the court has been spurred into action. In tbe.letter to tbe seoretary of the interior the matter is fully explained, tbe epistle telling of the inconvenience to whioh ranchers are subjected by being forced to drive their stock a roundabout way in order to reach a shipping point, and of other existing conditions. It is charged by tbe court in the letter, that it is their belief that Agent Edwards has failed to de liver the letter to the interior depart ment and is the cause of the failure to aot upon the petition. The mayor and council of Mountain home have served notice on tbe officials of the Oregon Short Line railway that if the threatened coal famine prevailed tbey would forcibly take coal from the first train through, first depositing money for the same with the agent.
