CALL A CONVENTION TURNER WOULD AMEHD CON STITUTION. Proviiion Is Made in the Instrument Itself Which Has Never Been Fat to Use- A convention to amend the constitu tion of tbe United States, so that many of tbe reforms and laws demanded by the people may be carried oat, is ad vocated by Judge George Turner, ex United States senator, who has recent ly returned to Spokane from Wash ington, D. C. A provision for tbe calling of snob a convention is made in article V of tbe Constitution, al though never in the history of this country has it been applied. ' "I am in favor of having a conven tion to amend the constitution oalled," said Judge Turner. "Experience has demonstrated that there are omissions and corrections which it would be wise to regulate. "In article V of the United States constitution it is provided that 'con gress, whenever two-thirds of both houses shall deem it necessary, shall propose amendments to this ooustitu C tion, or, on tbe application of tbe leg islatures of tWd-thirds of tbe several states, shall call a convention for pro posing amendments, whioh in either case shall be valid to all intents and purposes, as part of this constitution, when ratified by the legislatures in three-fourths of the several states, or by convention in three-fourths thereof, as tbe one or the other mode of rat ification may he proposed by con gress.'" Whereas, the Secretary of State of tbe State of Oregon has notified me in writiug that pursuant to the provis ions of an act entitled "Au Act mak ing effective the initiative aud refer endum provisions of Section 1 of Article IV of the Constitution of tho State of Oregon, aud regulatiug elec tions thereunder, aud piovidiug pen alties for violations of provisions of 1 this act, approved February 24, 1903, the'People's Power League of Oregon duly filed in his office on February 3rd, 1906, an initiative petition con taining 8362 signatures properly at tached to a copy of said measure, certified in accordance with law, de manding that a proposed amendment to Section 2 of Article XI of tbe Constitution of tbe State of Oregon shall be submitted to the legal voters of tbe State of Oregon for their ap proval or rejectoin at tbe general elec tion to be held in said state on the 4th day of June, being the first Monday in June, 1906, designated by said People's Power League of Oregon as Constitutional amendment giving cities and towns exclusive power to enaot and amend their charters, which said proposed amendment is hereinafter particularly set forth. Now, Therefore, I, Geo. E. Cham berlain, Governor of the State of Oregon, in obedienoe to the provisions of said act hereinbefore first mention ed do hereby make and issue this Proclamation to tbe people of tbe State of Oregon, announcing that the People's Power League of Oregon has filed said initiative petition with tbe requisite number of signatures thereto attaobed demanding that there be sub mitted to tbe legal voters of tbe State of Oregon for their approval or rejec tion at the regular election to beheld on the 4th day of June, 1906, said day being tbe first Monday in said month, a proposed amendment to Section 2 of Article XI of the Constitution of tbe State of Oregon, designated Dy said People's Power League of Oregon as Constitutional Amendment giving cities and towns exolusive power to enact and amend tboir charters, which said proposed amendment is as fol lows: "Section 2. Corporations may be formed under general laws, but shall not be created by tbe legislative assembly by speoial laws. Tbe legis lative assembly shall not enact, amend or repeal any charter or act of in corporation for any municipality, city or town. The legal voters of every city and town are hereby grant ed power to enaot and amend their munioipal charter, subject to ,tbe Constitution aud criminal laws of tbe State of Oregon. W. Kerns be ing tbe chairman thereof, duly filed in bis office on January 22d, 1906, an initiative petition containing 7761 signatures, properly attached to a copy of said measure, certified in accordance with law, demanding that a proposed law, tbe title, tenor aud effect of which is hereinafter par ticularly set forth, shall be submitted to the legal voters .of tbe State of Oregon for tbeir approval or rejec tion at the general election to be held in said state on the 4th day of June, being the first Monday in June, 1906. Now, Therefore. I, Geo. E. Cham berlain, governor of the State of Ore gon, in obedience to the provisions of said aot hereinbefore first mentioned, do hereby make and issue this procla mation to the people of the State of Oregon, announcing that the said committee of citizens of Clackamas County, Oregon, C. W. Kerns being the chairman of said committee, has filed said initiative petition with the requisite number of signatures there to attached, demanding that there shall be submitted to tbe legal elec tors of the State of Oregon for tbeir approval or rejection at the regular eleotion to be held on the 4th day of June, 1906, said day being the first Monday in said month, a bill to pro pose by initiative petition a bill en titled "A bill to propose by initiative petition a law for the abolishment of tolls on the Mount Hood and Barlow Road, and providing for the purchase of tbe same by the State of Orecou," tbe tenor and effect of which in brief is to direct tbe Seoretary of State to purchase the Mount Hood and Barlow Road for tbe Pacific Abstract, Guar anty & Trust company, the owner thereof, for a sum not exceeding $24, 000.00, and to deliver to said com pany before the 1st day of September, 1906, or as soon as said bill may be come a law, a warrant upon the State Treasurer payable out of any moneys in tbe general fund of the State of Oregon not otherwise appro priated in favor of said corporation for tbe sum of $24,000.00, upon de livery to the said Secretary of State of a deed conveying to the State of Ore gon said road, together with all rights, franchises and privileges of every kind aud character pertaining thereto, and as soon as the title of said road is conveyed to the state all tolls of every kind and charaoter are to be abolished aud said road free to the use of the public.
