All communications should be addressed to t ha PRESS Athena, Oregon ATHENA, FEBRUARY 3, 1905 Tomorrow night a citizen's mass meet ing will be held for the purpose of nomi nating candidates to be balloted for at the city election on Tuesday, March 7. At this meeting for the first time the new regime of naming six councilmen instead of five will be followed. The three councilmen receiving the highest number of votes at the election will be holdovers for the long term, a period of two, years. The interest the Press has in the selection of candidates for muni cipal office lies only in common with the property owners and tax payers of the city, the prime object being the selection of men who are not only willing but who are capable of administering the government affairs of the city, and its interest centers in the nomina tions to be made for councilmen. The present year will witness the expendi ture of a large sum of money in the ex tension and improvement ot the city water works system, and the men who have brought about and made possible a betterment in the city water service, are those serving on the present council. They are cognizant and familiar with all the details of the enterprise up to the present time, and it necessarily follows that these men, seasoned with practical experience, stand in a better position to appoint a water commission, and as oc casion requires, advise and confer with such commission, than an entirely new set of councilmen would be. For this reason the Pit ess hopes to see members of the present city council nominated at ( the mass meeting tomorrow night. located out alongside of the boys' re form school. A few other states have tried that, and had to give it up. Way-J ward girls need religious and education al advantages, but not to have the state brand put upon their foreheads forever. This week the Press was shown a copy of Number 1, of the New York It was published on September 3, Sun. 1833. The little sheet contains four pages, three columns to the page, and is set in solid nonpareil type. Musty and yellow with age, with its quaint typo graphical appearance, it does not seem possible that the now great New York paper had such a small beginning. At the head of the little editorial page ap pears the name of "Benj. H. Day, printer," and the price of the paper is announced at one penny. Pendleton, supposedly a closed town so far as relates to gambling, is given a strong reminder that it is not closed so awfully tight after all. The East Ore gonian publishes the story of a game in which a farmer lost $3,700 in a "set ting" of 14 hours at the roulette wheel. The paper states that the gambling room was open to the public and large crowds were "interested spectators of the exciting contest." The president has sent to congress a special message asking that steps be taken to secure uniform divorce laws by co-operation between states. He ad vised the collection of statistics on the subject by the census. It is said that unless the corporations constituting the alleged "beef trust" shall heed the injunction made perman ent recently by the decision of the su preme court of the United States, the government will institute proceedings against the individual members of the corporations to enforce the decision of the court. The proceedings will be un der the criminal law, if such can be in stituted. The minds of the president and members of his cabinet are made up fully on the question. They have de termined that the "beef trust" shall obey the law, and now that the highest court in the land has upheld the hands of the administration it is said they will permit no further "dilly dallying" with the subject. As a bill introducer, Pierce of Uma tilla county has tho other legislators "skinned a block." Game seems to be his specialty, and it makes no difference whether "sportingme n" or sportsmen foster the bill, Pierce can be counted on to spoil for the measure in the senate. To fight, says the Salem Journal, to establish a girls' reform school at Salem is a mistake, Such a school can be started, nd, with a workable commit ment law, 200 girls can be unloaded on the state in a year. Then what has been accomplished for the girls? Is a state reform school a proper place for a way ward girl? Above all it should not be Notice.
