With this well known evi dence in existence, the wonder is that every county does not provide its sheriff with a small pack of the valuable man hunters. Had blood hound been placed on the trail of the murderer of Chris Ellis as late as the morning follow ing the murder the chances would have been favorable that capture would have tesulted. The value of the blood hound was more than exemplified in the search for outlaw Tracy. True, he was not captured with the dogs, but for days they scented out the territory through which he traveled, and only the crafti ness, boldness and luck of the convict made it possible to escape the vigilance of the two hounds that followed him through Oregon and a part of Washing' ton. The legislature would be practic ing economy in the method of capturing criminals by providing that two or more blood hounds be kept at each county jail for the use of sheriff and deputies In addition to being of direct assistance to the officers, the knowledge of the presence of the animals at each county jail would have a tendency to check crime, for the one horrifying fear of the criminal is the bay of the hound on his track- Hound puppies could be trained at one particular place in the state the pepitentiary, for instance by a com potent trainer, and then distributed in pairs to the county jails. It costs no more to keep a hound than it does a bird dog, and he iB much easier trained. Massachusetts is about to try a new experiment in the industrial manage ment of its convicts. Instead ot em ploying them in manufacturing goods to compete with the products of non-criminal labor, it is propoBod to establish industrial camps and Bet the convicts to reclaiming waste and worthless land, of which the Day State possesses enough to keep them at work for generations. The plan is a tentative one, the first camp having just been established near Rutland, but on the face of it the scheme appoars to possess two merits. It furniHhes outdoor work for the con victs without subjecting them to the humiliation ot constant public observ ation, as would be the case it they were employed on the streets and highways, and the work performed will be useful work. If they are able to make two blades of grass grow where one or none grew before there is authority for the claim that they will be transformed from malofactors into benefactors. The ex periment will be watched with a good deal ot interest for various reasons. Faraway in the mountains of the Canadian Northwest, on the borders of the Canadian national park, near Banff, a bed of fine anthracite has been dis covered which is from six to ten feet thick. It has been traced abbut ten miles. Such a deposit of hard coal will bi of much use to Canada iu many ways. So the development of the Do minion goes on steadily and Canadian prospects are excellent. The more Canada flourishes tho better for the United States. Our neighbor to the north cannot prosper without benefit to this country. According to the opinions of the press of the country James J. Hill, the rail road magnate, is devoting himself prin cipally to politics vat present. And it doesn't appear that he is at all particu lar which party he assists, according to the different versions of the affair, ob serves the Elgin Recorder. Republican papers in the east are claiming that Hill is a supporter of the democratic national ticket and that be is also endeavoring to place Lamont, one of his trusted lieu tenants, in the governor's chair in New York. Be this as it may, the democratic papers of the state of Washington are severely criticising the great railway magnate for attempting to manipulate politics in their state in the interests of the republicans. To the disinterested spectator it looks as if some one is mis judging Mr, Hill, as it is scarcely prob able that he is mixed up in so many different political schemes. "Dig" is the terse motto under which at least one graduating class moved out into the big, busy world this year. It might be passed on to the Panama canal commission. In the list of heroes etched by the flames on the Slocum the name ot the captain of a pleasure yacht who made no effort to save life will not appear. The Koreans are getting off more easily than they expected and are even managing to make a little money selling things to the soldiers. A.
