The Times-Herald is surprised to notice the apparent lack of in terest by the business men of Burns in the coming city election and no move made toward the adoption of an amendment to our charter providing for water and sewer improvements. This has been long contended for and de sired. We have the necessary like the law that allows the court to levy tax without the voice of the people, but that isn't the court's fault, and I heartily con gratulate them for using the power so wisely. I hope to see such an influx of new settlers in the valley that it will be neces sary to divide the county into three or four with a fine court house in each one. I only live three miles from the railroad sur vey and it would be nice for me to have the court house but I am not selfish enough to wish it re moved from Burns. 0. S. PRESTON. Glenloch. is starting, geese and swan com ing in, every thing indicates spring. Most Sunset farmers are busy clearing and burning brush. We predict more seeding this spring than we have ever had before. A great many potatoes will be plant ed in Sunset this spring. A. Barron is visiting at the home I of his daughter Mrs. Eggleston. The grange had a well attend ed meeting Saturday. In tho evening, they had a pie social, and dancing and music was in dulged in until midnight. An Oregon fund was started. The Grange now has 33 active mem bers. A literary program will be the event next meeting, Sat urday the 24th the subject for debate being: Resolved, That it is wise for Harney County to Build a Court House at this time. The Grange proposes to have 50 members by May 1st It is rumored that a real estate deal is about to be closed in Sunset. BUSINESS MEN'S ASSOCIATION. The local merchants of this city have formed an organization to be known as the Business Men's Association having for its pur pose the advancement of the bus- SOMETHINO NEW. I The ladies of the Club who have Afternoon charge of the town, and is most prominent in both social and lodge circles of "this citv. Tho iiroom is one of Malheur county's leading capita lists and among his vast land holdings owns a large ranch south of this city. Some one must take the initiative. Is it the business of the city author ities to do this? A large num ber have clamored for water works in the past but now when the time has come to act there isn't a stir that one can notice. Is it to be an issue in the mu nicipal election the fore part of next month? If so, heavy pro perty owners should select pro gressive men who are solid and have executive ability to carry through such an undertaking as candidates. Such improvements ' involves big expenditures of money and should be handled by capable men. Who are the men , to'do this? to assist in the development of the country in every legitimate way. Irrigation, adjudication of water, advancement of agricul ture or any kindred development will have consideration by the organization. The association will be affliated with the Oregon Re tail Merchants Association. Club rooms have been leased in The Times-Herald building which will be nicely furnished and ready for occupancy next week. The charter membership con tains the following names: J. M. Dalton, I. Mr. Holland further stated that he thought that Hill was after the big holdings and would undoubt edly some uay control them in conjunction with William Hanley, children without school priviliges; and WHEARAS, The said corpora-, tion employed men to construct a dam in Foley Slough, a natural waterway leading from Silvies River, of rocks and boulders, dirt and brush interwoven with barbed wire, for the express pur pose of "depriving settlers living along Foley Slough of water naturally belonging to them, and WHEREAS, Said P. L. S. Co. has instituted contempt proceed ings in the Federal court against a number a water-users, and of such a trivial nature as to show these suits to be actual persecu tion with the object of forcing ing the settlers to sell out to said Company; and believing it lo be the policy of the P. L. S. Co., through the actions of its Super intendent, John Gilcrest to make it so expensive for the water users on Silvies River and they will be compelled to sell their holdings in order to save any thing, be and it is hereby Resolved, ,by the several Granges of Harney Valley, that we condemn such action on the part of the P.
