This section of Oregon ia receiving just at this time, .a great deal of con- siaeration, ana me nrsi imug iu uu tice or speak of is the proposed rail road to the "Willamette valley. This railroad is no longer a question, it has passed from doubt to a certainty The iron and rolling stock for twenty miles is purchased, and much of the road bed is made, and some of the track laid. The road will run from this city west, crossing Young's bay and the Skipauon to Seaside, or quite near it. about eighteen miles, thencw easterly to the Willamette valley, en tering tbe vallev somewhere between Hillsbofo and Forest Grove. This will be the most profitable route for coal aud timber. In consequence of tile building of the railroad, real estate lias taken a raise that seems wonderful. The hills faciug Young's bay aud the Columbia river are held at high prices, and much of the land is being cleared for the market. Lots iu this oity are held at prices that seem fabulous compnred with those of the past. Were this road completed to Seaside, the expense of building it would soou be paid for. As a place of resort, this city is Very pleasant, but Newport has some ad vantages over it. They are of a class however that may be improved here should j the people or enterprizing citizens ever discover the advantages that are now hidden nere in the way of making attractions for visitors. Newport will be a leading place for summer escape by those living in the valley, who want rest and comfort. And there is room enough for all the "watering places" we have in Oregon or Washington. The salmon season closed on tl e first instant. The "catch' falls short this year about 30,000 cases less than last year. There is another thing worthy of the nttentiou of residents near "Newport. Ou the Skipauon there are large cattle ranches, made out of diked tide land ou which grass and clover grow in great profusion, Hay may be out twice a year, aud for hay this land will pay from thirty to fifty dollars per acre. The markets on the bays and Columbia river aie supplied with beef and mutton from these ranohes which afford green grass the year round, and fiuer beef aud rnuftbn do not go iuto any market. The ooean fogs keep grass on these ranches green all the time. Tt is estimated that 7,000 people are here ou the coast north and south of the mouth of the Columbia river tak ing their summer vacation, which is attended so far by everything that can make it pleasant. This is a wooden city, built on piles with streets of plank.There areXgood number of fine buildings here a few of whioh are briok. They have as they should, steam fire engines and an excellent fire department and con stant attention is paid to this subject. Self-defense Against a Dangerovs Foe. The American schooner James G. Swan, belonging to the Makah In dians, uear Cape Flattery, com manded by Martin Benson, with an Indian crew, arrived here from Beh ring sea to-day, The master reports that on July 30, in Behring sea, the revenue cutter Riisli, overhauled him, took possess ion of the vessel's documents, fire arms and 200 sealskins. The master was given an order, signed by Com mander Sheppard, of the Bush, order ing him to proceed direct to Sitka and surrender the vessel to the col lector of enstoms. The revenue offi cer found about thirty-five fresh dead seals aboard the Swan. They were ordered preserved and left aboard the vessel. The schooner set sail to the bouth. C.'iptain Benson had no charts for Sitka, and being unacquainted with the coast decided to come to this port. The Indian crew did not care to go to Sitka. The vessel was turned over to col lector Bradshaw here, who immedi ately telegraphed to the secretary of the treasury, informing him of the circumstances, aud asking for instruc tions. Lieutenaut Tutlle, of the Rush, who boarded tho Swan, said that he had Heized the British sealing schoon ers Pathfinder, lilacl; Diamond and Minnie. The Crjt two were placed in charge of a single i eimau each, as prize crews, aud dispatched to Sitka. The Minnie's documents, arms and skins were taken charge of aud or dered to the samo port. The British sealing Eoho uier En netta was captured on July 31, with GOO skins, and sent to Sitka. Cap tain Benson was told by the ollicers that there were between forty aud fifty sealing vessels in Behring sen, aud that the RusJi could 'not afford to place a prizo ormv ahoard each vessel seized. The James Q, Swan was formerly the British sealing schooner Annie Beck, which was seized iu Behring sea May, 1887, by th Rush, aud was condemned nnd sold nlong with a cargo of seal skins, by the American officers. Yesterday afternoon there was re leased from the penitentiary a long time convict, whose term had expired. He was a Chinamen from Clatsop county, Ah Sing " by name, and was sentenced from Astoria, convicted of larceny ontwo counts, the sentence being five years on each count. He was brought to the penitentiary on January 10, 1881. There are but two or three men in the prison who were there when he arrived. During his iucaiceration he has seen 1,133 men enter upon terms of servitude and has seen nearly as main released up on expiration of their sentences. He is enjoying the free air to-day, and is promenading among his oriental brethren, clad in citizens' uniform. -Capital Journal, 22.
